Housing, revenue account
These grants are for core and/or project funding for voluntary/community groups in Tower Hamlets which can demonstrate that their funding applications will be of direct benefit to and mainly used by council tenants.
Who can apply
Voluntary/community groups in Tower Hamlets, which meet the general eligibility criteria.
Housing Revenue Account Fund
We will give priority to applications for projects which:
- make it easier for tenants to get involved in their area;
- encourage tenant and community groups to be set up on priority housing estates; and
- tackle racial harassment.
Types of funding
Applications are considered according to continuation funding commitments, committee funding priorities and budgetary considerations.

Priorities for funding
We will give priority to applications from projects which:
- tackle racial harassment;
- provide support services for victims of sexual harassment and domestic violence;
- support existing services for single, homeless people in the borough;
- provide housing advice; and
- provide advice and support on community safety.
Service providers will need to show that they are providing cost-effective services that benefit the local community and meet the needs of the area.

Tenants and residents associations
These grants are for Tower Hamlets tenants and residents associations (TRAs).
Who can apply
Recognised TRAs in Tower Hamlets.
Priorities for funding
These are mandatory awards to recognised TRAs in Tower Hamlets that meet the standard criteria for small grant aid. We need to see:
- a copy of your constitution
- details of your management committee
- minutes of your last AGM
- adequate financial records (income/expenditure statements) for the last year.
(The last two are not applicable to newly established TRAs.)
Types of funding
Grants contribute to TRAs' running costs (revenue items only), such as stationery, telephone/gas bills, photocopying etc. Annual awards of between £150 and £550 are available, based upon the number of tenanted households served.
How to apply
Ask for an application form from the consultation and participation team. The form is divided into two sections. You complete the first section, providing basic information such as location, number of tenanted households served, projects under way etc. The consultation and participation team completes the second section. Closing date for applications: 31 March each year. Applications are considered on a strictly first-come, first-served basis.

Non-domestic rate relief
This is for any charitable or similar organisation that has to pay non-domestic (business) rates.
Mandatory relief
Tower Hamlets has a statutory duty to grant relief - at 20 per cent of the full rate - to any property which is occupied by a charity (or its trustees) and is wholly or mainly used for charitable purposes. Where the property is unoccupied and it appears that when next in use it will be wholly or mainly used for charitable purposes, the charge is 10 per cent of the full rate.
Discretionary relief
We have the discretion to award up to 100 per cent relief to a charity or similar organisation liable for either occupied or unoccupied rate. This relief may be granted:
- where a charity (or its trustees) already receives mandatory relief
- to kindred organisations which are not established for profit and whose objects meet the prescribed criteria
- where a kindred organisation is not established for profit and concerned with the purposes of recreation.
We consider each case on its merits and follow the guidance note published by the Department of the Environment.
