The move to a commissioning approach


Tower Hamlets Council is moving to a ‘commissioning approach’ for the existing Mainstream Grant programme.

Changes to the existing process will not affect the level of funding ‘ring fenced’ for local third sector organisations and will be designed to ensure the council’s investment continues to support quality services that are accessible and available to those who most need them.

The council’s Mainstream Grant programme currently invests in the region of £3.4 million and supports over 190 local third sector organisations. In line with the borough’s Commissioning Code of Practice, the change to a commissioning approach aims to ensure that:

  • Services are available to those who need them
  • Priorities and outcomes are better informed and more specific
  • Funding is focused on the most effective ways of meeting needs
  • Resources are distributed and used efficiently

Many local third sector organisations who currently receive support through the council’s Mainstream Grants programme may already be aware that there are plans to change the way in which these funds will be allocated in the future.

This new process of a commissioning approach to funding, has in fact already been introduced for Advice Services following extensive consultation with providers and negotiated funding agreements began in  April 2008.

From April 2009, this new approach will be introduced for the other Mainstream Grant funding streams. If your organisation has been supported either with core funding or project funding in recent years and is likely to want further support - either now or in the future, you will need to understand the new processes and procedures.

A key part of the council’s planned commissioning approach is for officers to better understand the needs, priorities and aspirations of local third sector organisations as well as their current and potential service users. This information will enable us to be clear about the activities, outcomes and benefits that need to be delivered through the programme.

The council firmly believes that in working together with its third sector partners, there is a opportunity to make the most of local knowledge, understanding and expertise to effectively and efficiently achieve real results in meeting the needs of the borough’s most disadvantaged and vulnerable residents.

A website consultation and nine consultation meetings have been held with third sector organisations. This has provided some very useful feedback and comments on the proposed new approach. The documents below show the questions raised and provide responses to each.
