There were 2,528 16 year olds in state sector school sixth form learning in 2003. Of these 1,964 or 77.7% stayed on in LBTH sixth forms (Figure 22). There are numerous out-borough destinations for Year 11 leavers and these destinations accounted for 29.8%. The remainder went into employment 1.5%, training 2.7%, unemployment 8.8% or unknown destinations 10.3%.

Conclusion
This briefing paper has outlined some of the key issues for understanding demographic and household trends in Tower Hamlets. As headlined in the introduction and detailed in the body of the paper, the nature of the local population makes the borough exceptional in contrast to regional and national trends. This impacts on how local services are delivered and further briefing papers will continue to explore the issues raised.
