Private sector - housing grants & loans
The council’s private housing improvement team (PHIT) offers a range of services to assist owner-occupiers, private sector tenants and landlords to improve and adapt their properties.
What we do
We offer a range of grants and loans, via the Tower Hamlets home improvement agency. This was set up by Tower Hamlets Council to help elderly, disabled or low-income homeowners and private tenants to apply for grants and loans.
This financial assistance is for improving or repairing properties, or to carry out adaptations to enable you to remain safe and independent in your own home.
What sort of grants and loans are available for private sector housing?

For quick information about the individual grants, and instructions on how to apply for them, see:
- Disabled facilities grants - available to owner-occupiers, private tenants and landlords
- House-proud scheme - available to owner-occupiers
- Landlord improvement grants - available to landlords who meet specific criteria
- Empty property grants - this is available to private individuals, private landlords (including Registered Social Landlords) who own an empty property and are wanting to refurbish, demolish and rebuild or convert their property to a number of units – and then let the property.
