Housing investment programme

The housing investment programme shows how the council intends to spend its resources over a four-year period. The programme is agreed annually by elected councillors.

The programme, which is developed in-line with the housing strategy statement and the housing revenue account business plan, directs resources to support five broad aims:

  • Work to the council’s flats and houses to address disrepair, meet ‘decent homes’ targets and respond to the need for improvements
  • Build new houses with Registered Social Landlords to increase the supply of social housing to match demand
  • Improve the standard of private sector housing to increase overall housing supply
  • Help people move from council housing into the owner-occupied sector
  • Improve sustainability in housing developments and contribute to regenerating communities.

Residents were involved in agreeing the criteria for choosing which schemes to put in the housing investment programme, through the borough-wide and area compact panels.
