Housing regeneration strategy and plans

Some areas of Tower Hamlets are the most deprived in the country - and much of the council's housing lies within these areas.

We are using funding from central government regeneration initiatives to develop and improve some of the depleted housing stock. Regeneration initiatives include, ‘Single Regeneration Budget’ and ‘New Deal for Communities (NDC)’ programmes.

To increase the available investment for improving housing stock, we are giving residents living on council estates the choice to transfer to registered social landlords (the housing choice programme), as well as rebuilding, demolishing or completely refurbishing council housing stock.

Current housing regeneration projects include:

  • Crossways Estate: we are looking at ways of providing a long-term solution to fix the problem of 360 poorly designed and maintained homes, high levels of anti-social behaviour and a bleak local environment and
  • Ocean Estate in Stepney: we have been consulting on, and developing a master plan for work over the next eight years.

The council is also required by law to review housing conditions in the private sector. Any properties which are identified as being unfit for habitation, abandoned or generally considered to have outlived their useful life will be dealt with by either:

  • Use of grants and loans as set out in our Private Sector Renewal Strategy to renew and improve private sector housing standards; or
  • Declaring a clearance area if the unfit properties are grouped together, and seeking appropriate approval to demolish them. (Tower Hamlets has not had a clearance area in over ten years.)
