Housing estate parking service

The council operates strict parking controls in council estates. If you live on a council estate, you (and any visitors with a vehicle) need to abide by the rules of the council’s estate parking service.

Designated parking bays are clearly marked and usually numbered. You will need a permit to park your vehicle in a designated parking bay. This permit must be displayed on the windscreen on the inside of the vehicle.

You must not park your vehicle on any part of council housing land except in designated parking bays.

Vehicles must not be parked on green areas, grass verges, yellow lines, pavements or anywhere that would obstruct emergency vehicles.

Enforcement of parking control on housing estates

The council operates a clamping and removal service on most of its council housing estates, to deter commuters and other illegally parked vehicles.

Where clamping and removal is in force, signs will be posted at the entrance to housing estates, indicating that parking is for Tower Hamlets estate permit holders only

Controlled parking normally operates 8am-8pm, seven days a week.

We do not want residents or their visitors who hold and display correct permits to be penalised. It is very important that vehicles are parked in the correct space, with a valid permit firmly fixed to the windscreen.

How to apply for a parking space and permit

To apply for an estate parking space and permit see garages and car spaces.

There is a charge for parking bays. Discounts may apply to disabled persons. Please ask your local housing office for details.

Estate parking permits - the rules

  • Your permit may be cancelled if you break any conditions of your parking space licence agreement
  • It is the permit holder’s responsibility to ensure that a valid permit is displayed at all times when parked in a designated parking bay
  • Your vehicle may be clamped or removed if the permit cannot be clearly read or the vehicle registration does not match the details on the permit
  • When you receive your permit, you will get written instructions on where and how to display it. Please refer to these instructions if you are unsure
  • A renewal permit will be sent to the local housing office a month before expiry, unless cancelled by the local housing office. Permit holders will be invited to attend the office to show vehicle documents are still valid in order to collect their new permit
  • You must ensure that your permit is not out of date. If you have not received your new permit before the expiry date of your old one you must contact your local housing office immediately.

If you lose or damage your permit

Please contact your local housing office and have a permit replacement form sent to you by post, or you can download a form here (pdf 50K).Complete the form and send it back to us, either by post or in person. There is a £5 administration charge for this service.

If you change your vehicle you will need to:

  • provide us with proof of vehicle ownership, for example a valid log book with the correct name and address
  • provide an MOT certificate (if applicable), tax and insurance details.

Disabled parking

Wherever possible, we provide disabled bays on council estates. Any individual with a disabled person’s permit can use disabled bays. The council therefore urges disabled person’s badge holders to apply for a numbered bay of their own to ensure they can park in a bay for their use only.

You can only park in a marked disabled bay if you are clearly displaying a valid disabled person’s permit (also known as a blue badge).

Vehicles displaying valid blue badges, which are not parked in disabled bays, may be relocated to other areas. We are not allowed, by law, to clamp, remove or charge a fee to vehicles displaying valid blue badges.

Visitors’ parking

Visitors can park in bays marked ‘V’, ‘Vis’ or ‘Visitor’ whilst displaying a visitor’s scratch-card. These can be obtained from the council’s parking shop.

Appeals against clamping or removal charges

Appeals against clamping or removal charges should be made in writing within 28 days of the incident to:
