Communal charges
If you live in a property that shares a communal gas and electrical supply, the cost of this will sometimes be divided between all residents and the proportion added to your rent. You will not then receive a gas or electric bill. However, if these charges are not included in the rent you pay, you may be billed for them separately.
Tenants are informed of any charges when they sign their tenancy agreement.

Disputing arrears of communal heating charges
The council may pay you compensation if your heating or hot water breaks down but only if they are provided by the council - this includes radiators that break down.
If your heating or hot water breaks down contact your local housing office. You don’t have to make a formal claim as they will arrange a credit to your rent account but we won’t pay if it is only a problem for a short time.
If you just stop paying your heating or hot water charge you will incur arrears on your account. In this case get in touch with the rent accounts team. The team can provide a heating or hot water refund to your account for the period you were without this amenity.
