Education improvement partnership

Tower Hamlets has high ambitions for its young people. GCSE and sixth form achievement, across the schools and Tower Hamlets College, has risen fast making the borough one of the most improved in the country. We want to build on school and college specialisms to widen the choice of routes to success. We are keen to ensure that our young people can make the most of new learning opportunities at 14 to19, including the work-related diplomas.

No single institution can offer the full range of specialist teachers and facilities needed to deliver this choice. We need to work together. All of the 14 to 19 providers in Tower Hamlets have therefore formed an education improvement partnership to ensure that our young people have a broad, high-quality curriculum. The partnership also includes the local universities, allowing us to develop local learning pathways 14 to 21, and the relevant planning and support agencies.

The diversity of our community is a great strength of Tower Hamlets and the benefits of partnership will support our wider goals around community cohesion and enriching the experience of our learners. We believe that the diverse needs of our learners, indicated by the range of languages spoken in our schools, give a particular urgency to the personalisation of learning. The social and economic challenges of the area make it vital that learning provides young people with opportunities to broaden their understanding. The partnership also hopes to build on the invaluable corporate support that enables young people to widen their horizons.

The partnership operates through pooled funding and directly employed personnel. We have a shared planning framework, an Information and Research Group, an IAG Group and a young people's consultative group.

Borough-wide 16+ and 14+ brochures have been produced. Common timetable arrangements have been agreed. A shared building will open in September 2008. We have an extensive range of employer links and the education business partnership is an active member of the Partnership.

We know that the partnership still has much to do to give young people in Tower Hamlets the best and widest choice of learning. But we believe that our Partnership is well-placed to make the necessary changes.

Our membership is broad and inclusive. We have a shared record of innovation, inclusion and improvement. We are committed to borough-wide planning that will widen choice, increase participation, raise achievement and build progression to successful futures for our young people.
