How to report ASB

Help us to help you: if you experience anti-social behaviour:

The council aims to make it as easy as possible for Tower Hamlets residents to report Anti-Social Behaviour (ASB). The council takes harassment and anti-social behaviour very seriously and understands that it is a sensitive and emotive issue.

The council is aware that sometimes victims of anti-social behaviour do not report incidents that happen in Tower Hamlets for fear of reprisal or due to the difficulties of language barriers. Victims are often reluctant to talk about their experiences and the council encourages them to report any incidents in a secure and confidential manner.

The council has highly experienced staff who can support you throughout the reporting process and the anti-social behaviour investigation. The council also has language support officers to help you if you experience any language barriers. For more information on this, please refer to the section on the language support team.

Language support team

This team provides translation and interpretation services for anti-social behaviour cases. They are conversant in two of the main community languages, namely Somali and Bengali.

The officers are available to attend off-site visits, as well as providing over the telephone interpretation. Where staff are involved in the conduct of case investigations and there is a need for some language support, the team is available to provide such help.

Reporting anti-social behaviour online

You can also report any anti-social behaviour online by using the online anti-social behaviour reporting form.

As soon your report is received, an officer will call you to arrange an interview and to collect more detailed information about the problems you are having.

Please complete the form as best possible. To help us to investigate the incident you will need to complete all sections and provide us with a brief but key description of the incident noting any distinctive information in relation to your incident. We appreciate that in times of distress it is hard to identify your perpetrators but your description of the perpetrators and details of any witnesses will help to speed up the investigation process.

At this stage you will not need to submit any supporting material but we strongly advise that you keep diaries of ongoing incidents and previous incidents, which may be used for investigation purposes. Once our team has received your report the investigation officer will want to see your notes.

What happens when I make a report?

  1. An initial report will be taken by a trained officer, then passed on to the appropriate team for investigation.
  2. Once evidence is gathered the victim, any witnesses and the perpetrator will be interviewed
  3. The investigation process may include surveillance, the installation of security equipment and working with the Safer Neighbourhoods Teams, Legal Team and any other relevant agencies
  4. There will be a decision on the action to be taken.
  5. Possible action taken. These may take form of Warning Letters, Injunctions, Acceptable Behaviour Contracts (ABCs), Anti-social Behaviour Orders (ASBOs), Demotion Orders or Notice of Seeking Possession (NOSP).

Incident priority are as follows:

Priority 1

  • Serious damage to council property
  • Attack on the person (leading to physical Injury)
  • Domestic violence
  • Drug dealing

Priority 2

  • Racist/offensive graffiti/literature
  • Threatening behaviour & / or verbal abuse (not leading to actual bodily assault)
  • Drug/substance abuse
  • Uncontrolled dogs/pets
  • Noise nuisance

Priority 3

  • Door knocking/banging
  • Rubbish left outside property/common parts

Priority 1 cases are investigated by the Community Safety Service, whilst the housing office investigates Priority 2 & 3 cases.

What to do if things go wrong or further information is required?

At the end of the reporting process you will be provided with an unique reference number, make a note of the number and keep it at hand. You may need this for future reference. If something goes wrong we will be able to track you report using this reference number.
