Tower Hamlets Crime Strategy and Prevention Unit

The Community Safety Unit is responsible for:

  • Co-ordinating implementation of the statutory requirements for partnership under the Crime and Disorder Act 1998
  • Planning and developing strategic programmes to reduce crime and disorder in conjunction with council departments and external agencies
  • Developing proactive initiatives to prevent crime and disorder.

The Community Safety Unit also produces a wide range of materials providing information on community safety and crime prevention for the public.

Community safety advisory service (CSAS)

CSAS aims to co-ordinate, capacity build and develop voluntary sector and community organisations to enable their participation in crime reduction across London. The CSAS is managed by the London Action Trust

Neighbourhood watch

It is widely accepted that neighbourhood watch schemes are effective in reducing and preventing crime in those areas where they are operating. The Association will also provide a single united voice for the neighbourhood watch membership within the community safety partnership. Membership to a neighbourhood watch entitles you to a discount on your home insurance.

THAS is commissioned by London Borough of Tower Hamlets to provide a specialist community care assessment and care management service for people concerned about the level of their drinking and wishing to address the harm caused:

Drugs action team (DAT)

The Drug Action Team (DAT) is tasked with implementing the National Drug Strategy at a local level. This involves co-ordinating and commissioning services relating to drug and alcohol treatment; young people's treatment, education and prevention; Criminal Justice Intervention Programmes; developing community capacity and tackling the availability of drugs.

Through the effective implementation of the Treatment Plan and the Young People’s Substance Misuse Plan, increasing numbers of young people under 25 years of age are accessing drug treatment services in Tower Hamlets.

A range of agencies in the statutory and voluntary sectors deliver high quality drug treatment services for young people, commissioned and co-ordinated by the Drug Action Team. These include one-to-one work, clinical nurse support and in-patient services.

Over the last year, a new Specialist Substance Misuse Service has been set up for children and adolescents up to the age of 19 years that have problematic substance misuse.

The aim of the Criminal Justice Intervention Programme is to increase the number of drug using offenders accessing treatment services and to reduce rates of re-offending by ensuring retention in treatment.

Domestic violence team

Domestic violence is a significant problem in Tower Hamlets, with the police dealing with an average of 13 incidents every day. Tower Hamlets Council is committed to working in partnership with statutory and community organisations to prevent Domestic Violence and reduce the harm it causes to individuals, families and the community as a whole.

The Crime Reduction Services’ Domestic Violence Team is a small specialist unit, that supports the Tower Hamlets Domestic Violence Action Team and multi-agency Domestic Violence Forum.

The team:

  • Organises training and events to promote increased understanding of Domestic Violence and support service improvements.
  • Produces public information and resources for staff on local Domestic Violence services.
  • Supports the development of services to meet identified needs.
  • Provides advice and information to staff from local
    agencies on how to respond.

Tower Hamlets and City of London youth offending team (YOT)

The YOT is a multi-agency team,comprising police, local authority (social services, education, youth service), probation and health. The team works with young people from arrest to sentencing. The YOT provides services to the Youth Court, works with young people given final warnings from the police and those given community sentences. The team also organises diversionary activities to prevent young people entering the criminal justice system.
