Youth inclusion & support panel

The Youth inclusion and support panel is part of the council Youth offending team’s early intervention and prevention initiative. The Youth inclusion and support panel is a preventative programme for children and young people aged from 8 to 13 years old. It aims to ensure that children receive preventative services at an early age to avoid them becoming involved in offending and anti-social behaviour.

Referring a child

Referrals can be made to the Youth inclusion and support panel from a wide range of organisations that have concerns about the behaviour of the children that they are involved with or referrals may come from parents and their children.

Children aged between 8 and 13 years old can be referred and their parents or guardian must consent to the referral. Children who are perceived to be at risk of becoming involved in offending or anti-social behaviour, but who have not received a Police final warning or any convictions can be considered for referral.

Referrals can only be considered on receipt of a fully completed Youth inclusion and support panel referral form, which needs to be signed by a parent or guardian.

Referrals from schools

Schools should use the general Social inclusion panel referral form and they should indicate on the referral form that they would like support from the Youth inclusion and support panel due to concerns about a pupil engaging in anti-social behaviour or who is at risk of offending.

The panel

The panel is made up of members from a range of agencies concerned with the wellbeing and behaviour of children, including representatives from education, health and social services.

Referral process

A child or young person who is identified as being at risk of involvement in crime or anti-social behaviour is referred to the Youth inclusion and support panel using the process described below.

The Youth inclusion and support panel referral form needs to be obtained, completed and returned to the Youth inclusion and support panel office with the parents’ consent.

An Inclusion and support worker examines the case and prepares a report for the panel. The panel then considers the report prepared by the Youth inclusion and support officer relating to a child’s behaviour and any concerns about the child. The panel then plans an integrated support plan, allocates an Inclusion and support worker and determines which services the child and their family need and which organisations will provide them.

The Inclusion and support worker allocated by the panel to work with the child and their family, will support the child and their family for between 3 to 6 months to ensure that they receive the services allocated by the panel and to reduce the risk of anti-social behaviour and offending from the child in the future.

The Youth inclusion and support panel focuses on the children who have the greatest need. If the referral of the child is not accepted by the panel, the Inclusion support worker will inform the person who referred the child and suggest other organisations they can contact for help.
