CCTV enforcement of Bus Lanes & Parking Contraventions
CCTV enforcement of bus lanes and parking contravention's commenced on 28 June 2005 in the London Borough of Tower Hamlets.
What is CCTV enforcement
The scheme forms part of the Association of London Government's (ALG) the Mayor of London and London Borough of Tower Hamlets commitments to keeping London's traffic moving and ease congestion, providing improved travel to the public.
Why CCTV enforcement
CCTV enforcement in LBTH aims to:
- Reduce congestion
- Improve journey times for bus users
- Allow the free flow of traffic
- Keep bus lanes clear in order to prevent delays for commuters
- Combat inconsiderate motorists
How does it operate
CCTV camera's at specific locations throughout the Tower Hamlets will identify vehicle's contravening bus lanes and Parking Infringements during hours of operation. Trained, experienced LBTH enforcement officers will issue penalty charge notices by observing and video recording potential offenders.
Once the officer determines that an offence has occurred a penalty charge notice will be sent to the registered keeper by post. The registered keeper has the following options:
- Pay it - Pay the penalty charge notice at the reduced rate of £60 if paid within 14 days of the date of the notice, increasing to £120 thereafter.
- Say it - Appeal the penalty charge notice
- CCTV enforcement images are not currently available to view through this website. This is a service we intend to provide in the future.

Locations of CCTV enforcement
CCTV enforcement is taking place in conjunction with Transport for London (TfL), on all the major bus lanes that run through the Tower Hamlets.
CCTV enforcement is also taking place on loading restrictions on priority areas throughout the borough.
CCTV Enforcement of Moving Traffic
From June 2006 London Borough of Tower Hamlets Council will issue £100 fines to motorists who disregard certain traffic signs and pose a threat to the safety of pedestrians, cyclists and other motorists.
Why Moving Traffic Enforcement
London Local Authorities have been given the powers to enforce Moving Traffic Contraventions under the London Local Authorities & Transport for London Act 2003. By taking over these enforcement powers, the council will have the ability to more effectively police accident hot spots and traffic problem areas within Tower Hamlets on roads for which Tower Hamlets are the Traffic Authority. It will improve the safety, wellbeing and environment of residents and visitors to Tower Hamlets, making the borough a better place to live and work.
This will allow the Metropolitan Police to address competing priorities with more resources. In 2004 there were a total of 991 casualties in Tower Hamlets. Of these casualties, 182 were pedestrians (including children), 104 were pedal cyclists.
How does it operate
Enforcement will be carried out using both static CCTV cameras and branded CCTV camera vehicles, which will record contraventions. Temporary signage will be in place whilst a camera vehicle is active in an area.
Enforcement Priorities
Our priorities are as follows:
- casualty hot spots
- schools and surrounding areas
- sites where residents have complained about irresponsible parking or dangerous driving. This can be reported by calling 020 7364 5003
Disobeying Road Signs and Markings
Motorists who endanger lives and cause congestion by ignoring these road signs and markings will be issued with a Penalty Charge Notice (PCN) of £120. All PCNs will be supported by CCTV evidence. The registered keeper has the following options:
- Pay it – Pay the penalty charge notice at the reduced rate of £60 if paid within 14 days of the date of the notice, increasing to £120 thereafter.
