How the scheme will work
The effect of the congestion charging on residents, business's and visitors to the borough depends on where you live and when and how you make your journey.

The boundary to the zone in Tower Hamlets
The boundary to the central London congestion charging zone is the "Inner Ring Road". In Tower Hamlets the roads which form this boundary are known locally as Tower Bridge Approach, Minories, Goodmans Yard, Mansell Street, Aldgate Gyratory (Whitechapel High Street) and Commercial Street.
The charge applies only to vehicles inside the boundary roads, and not to those travelling along it.
But, as soon as you leave a boundary route and enter the zone during the operational times of the scheme you have to pay the congestion charge.

Our zone map shows the central London congestion charging zone and its relationship to Tower Hamlets.
There are some streets in the borough which are within the charging zone.
If you live on one these streets you qualify for the 90% discount scheme for residents. If you live anywhere in the borough and own a car, you will also be subject to parking restrictions.

Driving inside the congestion charging zone
If you drive a vehicle on any of the streets in Tower Hamlets within the charging zone within the congestion times between Mondays to Fridays you must pay the congestion charge.
Payment of this charge allows you to enter, drive
around or leave the charging zone as many times as you wish that day.
At other times, overnight on weekdays, all day
Saturdays and Sundays and on Bank Holidays, there are no charge for
entering or moving around in the zone.

Driving outside the congestion charging zone
If you use a vehicle at any time on the streets in this borough outside the congestion charge zone you do not have to pay the congestion charge and this includes journeys along the Inner Ring Road.
