How penalty charges are set
Under powers in the 1991 Road Traffic Act London Councils Transport and Environment Committee (London Councils TEC) is responsible for setting parking charges on borough roads within London. These additional parking charges include:
- penalties for contraventions of parking regulations
- release fees from wheel clamps
- release fees for removals to car pounds
- vehicle storage charges
- vehicle disposal fees

London Councils TEC is also responsible for:
- setting penalties in respect of contraventions in bus lanes (under the London Local Authorities Act 1996 as amended) on borough roads
- setting penalties in respect of moving traffic contraventions, one way streets, banned turns and yellow box junctions etc.(under the London Local Authorities and Transport for London Act 2003) on borough roads
London Councils TEC also sets the rate of discount, which applies to all penalties if they are paid within 14 days of issue of the relevant penalty charge notice.
