Disabled person's freedom pass

New national freedom pass

From April 2008 the new national scheme means that most freedom pass holders will be able to use their passes nationally. For more information about the national freedom pass scheme use this link (Word 50k).

Freedom passes, which used to be called travel permits and are also sometimes called 'bus passes', exist to provide free public transport in London for people with disabilities that significantly affect their mobility.

These passes can be used 24 hours a day, seven days a week for London Underground, London Buses and DLR. Eligible applicants must be regular users of public transport.

Freedom passes for women and men over the age of 60 are also paid for by the council, but are provided by the Post Office on our behalf.

These passes are only valid for free travel after 9am Monday to Friday and at any time during the weekend.

Disabled person's freedom passes are only available to people with disabilities themselves. Carers and parents etc are not eligible under this scheme.

Only one freedom pass may be held, so if you have been granted a disabled person's freedom pass and are over 60, you should not collect your elders freedom pass.

All freedom pass holders must be:

  • Ordinarily resident in Tower Hamlets and;
  • Over the age of five and;
  • Able to use public transport

Automatic eligibility

You are automatically eligible for a disabled person's freedom pass if you:

  • Are registered blind or partially sighted - confirmed by BD8 form or LBTH registration letter; or
  • Are deaf or without speech - confirmed by a letter from your GP; or
  • Receive the higher rate mobility component of disability living allowance - confirmed by a current award letter or copies of your payment book (front cover, showing name and address and the page showing the breakdown of your payments)

Assessed eligibility

All other applicants are assessed under LBTH discretionary criteria.
