Impact assessment reports in year 4

In 2005 the council carried out a review of its Race Equality Scheme published in 2002 and the three year plan of impact assessments. We developed and published a new scheme, The Tower Hamlets Diversity and Race Equality Scheme to cover the period 2005-2008, with a revised programme of impact assessments. Although this scheme is generic, it fulfils the council’s legal obligation under Race Relations (Amendment) Act 2000 to have a Race Equality Scheme by clearly setting out the elements of the scheme that are directly related to the Race Equality Duty.

Between May 2005 and May 2006 council departments continued work to complete Equality Impact Assessments according to the new three year plan published in the Diversity Race Equality Scheme in May 2005.

Impact assessments are a key legal requirement of the ‘General Duty’ under the Race Relations (Amendment) Act 2000. The council is committed to meeting its legal obligations and delivering fair and accessible services to all. Impact assessments allow us to underpin this commitment and evaluate our services and the way we deliver them. In order to fully address the equalities agenda, the council has led the way in developing good practice by wherever possible addressing all six equality strands when carrying out impact assessments.

In late 2005, the Audit Commission confirmed that the council had successfully achieved the highest level of the Equality Standard for Local Government. Tower Hamlets is one of only three authorities in the country to have achieved this.
