Equality Impact Assessment (EQIA)

The Race Relations Amendment Act (2000) and Gender and Disability duties places new and far reaching duties on all public sector organisations in relation to race, gender and disability equality. The acts requires that all policies and functions are tested for relevance against the acts at least once every three years.

For those policies and functions identified as having a high relevance to the Acts, an equalities impact assessment must be carried out.

An equalities impact assessment must also be carried out for all new policies and functions. These requirements came into effect in May 2002.

What is an EQIA?

In Tower Hamlets Equality Impact Assessments are a process of systematically exploring the potential for a council policy or function. The following sets out the three key stages in the overall process:

  1. Once every three years a "test of relevance" is undertaken of all policies and functions with the completion of the attached template.
  2. An equality impact assessment is carried out for each policy and function that is rated as "high" in the test of relevance, and for any new policies and functions.
  3. Each completed EQIA will be made available in summary from via the council's web site, and made available for formal inspection. The more detailed version of the equalities impact assessment is available on request from the diversity and equality team. The outcome of each impact assessment is also summarised within the council's six monthly equalities monitoring reports which are reported to the overview and scrutiny committee.
