Strategic Plan 2008-09
The Strategic Plan for 2008-09 sets out the Council’s key targets and activities for the coming year and incorporates the priority outcomes from the borough’s Local Area Agreement. As in previous years, the Plan shows our current performance and outlines the improvements planned for all services in the coming year.
The Strategic Plan represents the Council’s contribution to delivering the borough-wide Community Plan, agreed by the Tower Hamlets Partnership. Both plans set out how we will continue to work together to improve the quality of life for people living and working in the borough.
The Community Plan has recently been updated and as a result there are new Community Plan themes. These are:
- A Great Place to Live
- A Prosperous Community
- A Safe and Supportive Community
- A Healthy Community.
Underpinning these four key themes is the commitment to One Tower Hamlets.
The strategic plan builds on our achievements in 2007-08
We are now one of the ten best performing councils in the country having become a 4 star authority following a successful Corporate Assessment and Joint Area Review inspection in March-April 2008.
More than three quarters of performance indicators have improved over the last three years, making Tower Hamlets among the ten most improved councils nationally.
We continue to deliver outstanding Adults and Children’s Services with ‘excellent’ capacity for continuing improvement and the only council to have both ‘top-rated’ for the last two years.
We achieved more success in the Beacon scheme when we were awarded our seventh Beacon award in 2008 in the theme of Reducing Re-Offending.
The council was recognised for its achievements at this year’s Local Government Chronicle Awards, winning the Efficiency and Modernisation award for our office Accommodation Strategy and new flexible working practices which are delivering efficiency savings whilst improving customer service, accessibility and working environments.
Children’s Services shone at the CIPFA Public Servant of the Year Awards this year. The Independent Travel Trainers team won the ‘Changing Lives- Community Facing Services’ category, and the Outstanding Public Services Team of the Year award.
In the most recent Annual Residents Survey, almost all questions concerning the image of the council have resulted in increased satisfaction ratings over the last year. Local residents are significantly more likely to agree that the council involves residents in decision making and that it is efficient and well run. Three quarters of residents agree that staff are friendly and polite (up 4 to 75%) while over two thirds agree that the council is doing a good job, keeping residents informed and that it makes the local area a better place to live.
While these achievements are important, there is still much to do. The strategic plan is our road map: it keeps the council on track to further improve services and improve the quality of life for local people.
