You can make your payment to Tower Hamlets council online using the Alliance & Leicester BillPay website. |
BillPay allows you to pay a whole range of bills online, from your council tax if you are a Tower Hamlets resident to business rates if you occupy a commercial premises and any other service that you are invoiced for e.g. school meals, East End Life advertising, market licences or building control fees.

What you need to make a payment
To use Alliance & Leicester BillPay, you will need:
- A debit card from any UK bank or building society. Delta, Visa Electron, Switch and Solo are accepted
- Your bills with your Tower Hamlets customer reference number
- Your own email address
- To register on the BillPay site.
Non-registered users
To use Alliance & Leicester BillPay to pay your bills, you will first need to register online.
To register you will need to:
- Read through and accept the BillPay terms & conditions
- Complete the online registration form by filling in your personal details
- Choose a password which is between 6 and 18 digits long
- Reply to the security question with an answer that you can easily remember and which is known only by you
- Next add Tower Hamlets to your user profile. To do this, we recommend that you select By company name and then click on Search. Next select London Borough of Tower Hamlets from the list available. Then select either London Borough of Tower Hamlets Business Rates, Council Tax or Sundry Debtors from the list in the 3rd drop down menu. You will also need to enter your customer reference number and then click on Add new account to add your selection to your user profile.
You are now set up on BillPay and ready to pay your bills.

Registered users
If you are already a registered user, you will need to log on to BillPay. (https://www.billpayment.co.uk/scripts/index.asp)
To log on to BillPay, you will need to enter your email address and your BillPay password.
Paying your bill
To pay your bill, firstly log in to BillPay and then proceed as follows:
- Click the Pay a Bill button to access the payment screen
- Select "London Borough of Tower Hamlets" from the list of companies and organisations
- Enter the total amount you wish to pay
- Enter the type of debit card you wish to use and the card number and expiry date. For payments by Switch, please also enter the card issue number.
- Click on the Submit Payment Request button to send your payment to Tower Hamlets.
You will then receive confirmation of your payment on screen. Please print this confirmation of payment for your records.
To pay another bill, simply repeat the process above. For any further information about registered users, please refer to the BillPay website.
Processing payments
All payments made using BillPay are subject to authorisation and clearance. It will take 4 working days for Tower Hamlets to receive your online payment. You should therefore ensure that you make your payment to Tower Hamlets at least 4 days before the due date stated.
