Comprehensive Area Assessment
Comprehensive Area Assessment (CAA) is part of
the Government’s performance management framework for independently
assessing local public services. It focuses on how effectively
local service providers are working in partnership to improve the
quality of life of local people and the long-term prospects of a
local area.
CAA is made up of two parts: an area
assessment of the borough and improvements achieved by the Local
Strategic Partnership, and a scored organisational assessment of
individual local public bodies, including the council.
CAA judgements are based on evidence about
local performance including performance against the Local Area Agreement, national
performance indicators and other locally agreed targets. The
findings of inspections, including for Children’s Services and
Adults Social Care, are also an important element.
In the first year of CAA assessments published
in December 2009 – acknowledged to be a harder test that the
previous Comprehensive Performance Assessment (CPA) - Tower Hamlets
has received a score of three out of a maximum four - and is judged
to be ‘performing well in delivering its priorities.’
“It has agreed a strategic plan with ambitious
targets and priorities,” says the report, “to improve the quality
of life of everyone in the borough.” It adds: “it delivers
well on services that local people have said are important to
them.”
