Personalised parking bays for disabled people
Residents with severe disabilities may be eligible to apply for
a disabled-parking bay near their home. Permits to park in a
personalised-disabled bay will generally only be issued to
disabled drivers and are vehicle specific. The Permit will be bay
Specific (No other permit or Blue badge is valid for use within the
allocated bay except the Bay specific Permit)
Eligibility criteria
Only holders of Tower Hamlets disabled (blue) badges that are
residents of Tower Hamlets are eligible to apply for a personalised
disabled bay.
Evidence required
Applicants will need to provide proof of vehicle ownership for
example log book (V5) or insurance documents showing them as a
named driver and Driving License (UK).
Application process
Application for the personalised disabled bay can be made in the
following way:
- by downloading the application form from the internet
- by telephone requesting an application form
- in person from The One Stop Shops
- Mediators may do the following to help the applicant with the
form (one stop shop and contact centre staff only).
The applicant may be required to attend a mobility
clinic at an appointed Council Office.
Next steps
Once the application is received the team will need to carry out
a number of site visits before they can determine whether a bay is
warranted. This Process can take up to 12 weeks and in
certain circumstances the delay maybe longer if there is a waiting
list for the mobility clinic.

Renewal procedure
The bay will be subject to periodic review and will be removed
if the team determines it is no longer needed, for example in
cases where a person moves away or no longer qualifies for blue
badge.
Benefit or charges
At present there are no charges for the personalised disabled
bays.
Appeals process/complaint process
Applicant can only appeal on two grounds:
- Mobility: If refused on mobility ground, an appeal in writing
should be sent to the mobility support team within one month of
refusal. The refusal letter will provide details of right to
appeal.
- Parking stress level or street ground: If refused on street
grounds, only a fresh application can be made 12 months after
initial refusal

for Motor Vehicles Regulations 2000
