Business parking permit
Who can apply?
A business based in a commercial property in
the borough. The premises must also be on the Council’s Local Land
and Property Gazetteer (LLPG).
What proofs are required?
We have introduced self-assessment for
businesses. Therefore you must ensure that you meet the eligibility
criteria:
- The business is based in a commercial
property in the borough
- Payment is made with the company’s
business card or cheque
- The applicant is directly employed by the
company
- The applicant requires a parking permit to
carry out their day to day duties; or contracted to work unsociable
hours, i.e. public transport is unavailable
- The applicant is insured to drive the
vehicle and covered for ‘business use’
- If you are applying for a multi-vehicle
permit you do not have to enter the vehicle details
- you are only required to provide a photocopy
of the UK Registration Certificate (V5C) with your
application.
A photocopy of the UK Registration
Certificate (V5C) will be accepted. If you are unable to provide
the V5C your permit will be charged at price band
G2
If you are unable to meet the above criteria
you will not qualify for a permit. However, if you would like us to
consider your circumstances you must write to Parking Permits, P.
O. Box 62475, London E14 1GL or email us at permits@towerhamlets.gov.uk.
We will respond to your letter within 5 working days.
Permit fraud
Tower Hamlets Council wishes to prevent fraudulent applications.

All reports are treated in strictest confidence.
Change in details
If you change your name, business
address or vehicle (including the registration number) you must
return your permit for a refund. You will then have to make a new
application and provide the relevant proofs.
The refund will be calculated on the number of full months
remaining and you will only qualify for a refund if the amount due
back is at least £10. The refund will be made back to the original
debit or credit card or, if this is not possible a refund will be
made to the business by bank transfer (BACS) or cheque within 28
days.
How and where to use a permit?
Parking in your zone
Providing your parking permit is correctly
displayed you can park in your zone all day in parking bays
signed:
- Business Permit Holders Only
- Business Permit Holders or Pay at Machine
- Permit Holders Only
Parking concession for other zones
To assist business parking permit holders,
there is a concession that allows you to visit other zones in Tower
Hamlets for up to a maximum of three hours per day. During this
period (which commences when you first park in the visited zone)
you may make further journeys using the same signed bays as above
to park.
However, if you use your parking permit in
that zone after 3 hours have expired, you may be issued with a
penalty charge.
Where a permit is not valid
Your parking permit is not valid for parking
in bays signed differently to those above or off-street on estates.
You should also make sure you do not park in suspended bays
regardless of whether or not the reason for the suspension is
apparent.
Parking controls
Parking controls are currently in place from
8.30am to 5.30pm Monday to Friday, but in some mini-zones these
hours are extended.
If you park without a valid parking permit
during controlled hours, or in a suspended bay, you may be issued
with a penalty charge and your vehicle may be removed.
How much does a business permit cost?
The vehicle’s CO2 emissions and period are
used to calculate the price of a permit. If the CO2 emission is not
recorded on the UK Registration Certificate (V5C) the engine size
will be used.
If you are unable to provide the V5C you will
be charged the highest price band, i.e. G2

A dual fuel vehicle (e.g. Petrol/LPG)
without the CO2 (g/km) recorded on the UK Registration Certificate
(V5C) will qualify for a one price band reduction. There is no
charge for an electric vehicle.

to change.
How and where can I apply?
All new applications must be made in person.
If you wish to pay by debit or credit card you
can visit your local One Stop Shop. All
methods of payment (except American Express or Diners Club
cards) are accepted at the cashiers office at Albert Jacob House,
which is open Monday to Friday from 9am – 4.30pm.
