Public service scratchcards
Who can apply?
Public organisations can apply for these scratchcards.
What proofs are required?
The council has introduced self-assessment for
businesses. Therefore you must ensure that you meet the proof of
eligibility criteria:
- You are a public service organisation.
- Payment is made with the organisations
business card or cheque.
- The applicant is directly employed by the
organisation.
- The organisation requires scratchcards to
carry out their day to day duties including visitors to their
premises.
If you are unable to meet the above
criteria you will not qualify for a permit. However, if you would
like us to consider your circumstances you must write to Parking
Permits, P. O. Box 62475, London E14 1GL or email us at permits@towerhamlets.gov.uk.
We will respond to your letter within 5 working days.
Permit fraud
Tower Hamlets Council wishes to prevent fraudulent applications.

All reports are treated in strictest confidence.
How and where to use the scratchcards?
To validate a scratch card you must only
scratch out one box in each section labelled date, hours and
minutes (time of arrival) and month. Please note this is a 12 hour
clock.
When and where to use a scratchcard
Providing your scratchcard is correctly
displayed, you can park in any zone, on-street, for three hours in
parking bays signed:
- Resident Permit Holders Only
- Permit Holders Only
- Permit Holders or Pay at Machine
Scratchcards are also valid on estates managed
by Tower Hamlets Homes for parking in a designated visitors' or
contractors' bay for a maximum of 1 hour. The controlled parking
times on each estate may vary so you must comply with these
controlled parking hours. Failure to comply with the controlled
hours may result in the vehicle being towed away.
Where a permit is not valid
Your scratchcard is not valid for parking in
bays signed differently to those above. You should also make sure
you do not park in suspended bays regardless of whether or not the
reason for the suspension is apparent.
How much do public service scratchcards
cost?
A book of public service scratchcards cost
£35. Scratchcards are not for resale and no refund be given for any
unused, damaged or expired scratchcards.
How and where can I apply?
All new applications must be made in person.
If you wish to pay by debit or credit card you
can visit your local One Stop Shop. All
methods of payment (except American Express or Diners Club
cards) are accepted at the cashiers office at Albert Jacob House,
which is open Monday to Friday from 9am – 4.30pm.

Change in details
If you change your name or address you will have to make a new
application and provide the relevant proofs.
