Carbon reduction: per capita and Local Authority
operations
The Council's Sustainable Development team
takes the lead on both carbon reduction at the borough level (per
capita reduction) and from local authority operations. The former
is one of 35 priority National Indicators adopted in our Local Area
Agreement.
Government estimates that in 2006 some
2,348,000 tonnes of CO2 were emitted in Tower Hamlets - just over
11 tonnes per head - the second highest emitting borough in London.
Most of this (65%) comes from the commercial and industrial sector,
with 18% from housing and 17% from transport. Targets have been set
to reduce these CO2 emissions - 3% by the end of 2008, 6% by 2009
and 10% by 2010. To achieve these targets all sectors of the
community have a part to play by reducing consumption of gas,
electricity, petrol and diesel.
The Council began working with the Carbon
Trust in June 2008 in Phase 6 of the Local Authority Carbon
Management (LACM) Programme. The primary focus of the work is to
reduce emissions under the control of the local authority such as
buildings, vehicle fleets, street lighting and landfill sites. One
of the outputs of the Programme was the production of a Carbon
Management Plan. This was adopted by Cabinet on April
8, 2009.
The Carbon Management Plan commits the Council
to a 60% reduction in CO2 emissions by 2020 (on 2007 levels).

Carbon reduction, local authority operations:
The Council is required to report on
greenhouse gas emissions from its own operations to DEFRA on an
annual basis. The carbon dioxide reduction programme is led
internally by the Carbon Management Board.

Carbon reduction per capita:
All Tower Hamlets householders and private
landlords can access interest free energy-efficiency loans from the
East End Energy Savers fund, or a Warm Front grant (if eligible) to
cover heating and insulation improvements.
