The Gifted and Talented Programme
Tower Hamlets is committed to helping all
young people achieve their best and to realise their potential. The
Gifted and Talented Programme has been set up to:
- Identify more young people with a talent in sport in Tower
Hamlets
- Support young people join sports clubs and
achieve borough, county, national and international standards in
Olympic,
- Paralympics and other recognised sports
- Provide (indirect) financial support, advice
and guidance to help more stay and succeed in sport
- The programme is for young people up to 25
(or 35 years of age for Paralympics or disability sports), who
live, train and / or study in Tower Hamlets.
To apply
Complete all sections of the application form
and submit it by the dates outlined, with the supporting evidence
and referees required. Please also submit the completed monitoring
form with this. This will take some time, so please try not to
leave it to the last minute.
The closing date for applications
for 17 December 2010.
Late applications will not be accepted, but
will be deferred to the next round. We look forward to receiving

Programme structure
Five levels have been identified. Young
talented sports people may move through or join the programme at
any of these levels:
Gifted and Talented programme membership:
- Entry level 1: initial
identification and school based development for those young people
displaying a potential talent for sport.
- Moving on level 2: from
school to club based participation with attendance at multi-skill
talent camps (provided by the borough).
It is from level 3 onwards that an application
may be submitted for possible membership of Team Tower Hamlets.
This presents the opportunity to receive support in the form of
some mentoring, possible sports injury help, nutrition and sports
psychology advice and indirect funding through, for example, some
equipment, travel and club fees and or additional coaching, in part
or full.
Team Tower Hamlets
membership:
- Stay level 3: County (or
equivalent) participation in a chosen sport with membership of a
borough representative team here possible.
- Succeed level 4: achieving a
national ranking in the sport, as verified by the National
Governing Body (NGB) of that sport, with club membership and
participation.
- Win level 5: achieving
a place on a national squad or team.
Eligibility criteria for funding and membership of the
programme
The programme will be managed and overseen by
Tower Hamlets Children Schools and Families Directorate with a
number of key delivery and funding partners.
To be eligible for consideration, applicants
must:
- Be a young person up to either 25 or 35 years
of age; 25 for able bodied and 35 for Paralympics or disability
sports.
- Occasionally people may be considered if over
these ages.
- Have achieved level 3, 4 or 5, as identified
within the Team Tower Hamlets structure.
- Live and/or study in the London Borough of
Tower Hamlets. If you only train in the borough, but do not live or
study in it, you need to have been a Tower Hamlets club member for
a minimum of one year.
- Provide supporting evidence from a club coach
and school (if at school). Your referees may submit these directly,
on the correct programme forms, preferably by the closing
date. Please help by checking that they have these.
- Provide information of any other funding
support, sponsorship or grants, direct or indirect, which have been
received in the two years prior to applying or which have been
applied for.
- Provide evidence of a NGB ranking if one is
held and of competitions and significant achievements to date.
Please be very clear about the level and title of competition.
Additional information for applicants
Team Tower Hamlets awards and membership are
for those at levels 3, 4 and 5; stay, succeed and win. They will be
granted on a case by case basis at the discretion of the Awarding
Body.
In general, the awards will be up to but not
in excess of £300 at level 3, £1,000 at level 4 and £3,000 at level
5. Some awards may be less than this. Most funding will be indirect
– e.g. club fees paid by the programme with the funding going
directly to the club not the named individual and beneficiary.
The support provided will be determined by the
level the individual is at, the amount of funding they are in
receipt of from other sources, (which must be declared), ranking,
progress and potential. It is not guaranteed for every
applicant.
The programme will not automatically fund all
costs and an annual appraisal will be made to decide if this level
of support should continue, be enhanced, reduced or cease. This
will be based upon progress made and evidence of this.
The Awarding Body will then convene and
applicants will be notified within a maximum of two months. Reviews
will be annual, supplemented by some mentoring and monitoring
support through the year.
Terms and conditions
Successful applicants will be accepted into
Team Tower Hamlets. This will include an invitation to a welcome
meeting. Those receiving support will be required to:
Acknowledge the support and be willing to be
used in publicity materials relating to the programme, their
achievements and sport in Tower Hamlets.
- To have minimal details and photographs used
to publicise the programme.
- Act as a role model and attend or support
events to help motivate and inspire other young Gifted and Talented
members at levels 1 and 2. These will be kept to a
minimum.
- If at school, support other, younger members
of the Gifted and Talented programme within that school.
- Support level 1 and 2 Multi-Skill Camps where
possible to motivate, inspire and coach.
- To consider taking coaching and / or
officiating qualifications where relevant, paid for by the
programme where possible.
- Notify any changes in participation, such as
leaving a club, to the programme manager or Awarding Body at Tower
Hamlets Council.
- Be subject to an annual review, with the club
and / or coach and through mentoring before further support is
provided.
- Make only one application in any year.
