Community plan
The Tower Hamlets Partnership has refreshed its community plan
through to 2020. It is based on consultation with local
people, businesses, third sector and statutory organisations about
their hopes and aspirations for the borough, as well as research
and information about the way our borough is changing.
The community plan keeps the existing vision 'to improve the
quality of life for everyone living and working in Tower
Hamlets’. It sets out the challenges and priorities for the
borough through to 2020, as well as the specific targets – drawn
from the local area agreement – that we will focus on until
2011.
The community plan 2020 has been agreed by the council and the
Tower Hamlets Partnership and will be launched in February
2009. We will be producing the final community plan for the
launch but a text version is available to download here.

At the heart of the new community plan is the idea of
one Tower Hamlets. This is all about trying to
reduce the inequalities that exist in the borough and bringing
local communities closer together and it runs throughout the
plan.
The borough’s new priorities have been developed under four new
themes:
- A great place to live - including housing,
transport and waste
- A prosperous community – covering learning,
worklessness and enterprise
- A safe and supportive community – bringing
together support for the most vulnerable residents with community
safety issues
- A healthy community – including public health,
access to primary care and mental health
Within each of these areas we have set challenging but realistic
targets for change, which focus on the critical actions that will
make the most difference to people's life chances.
