E-procurement
E-procurement is an electronic procurement process, where
the exchanging of pre-tender and tender documents is
dealt with online. It is also a mechanism for managing
tenders and quotations, contract management and spend analysis.
The Government recognises that council's can save considerable
sums of taxpayers’ money by implementing
electronic procurement. Automating procurement processes saves
time and resources.
How does e-procurement benefit suppliers?
- Fair and transparent tendering processes
- Saves time, money and resources
- Improves communication
- Simplified and speedy process
- Audit trail of all contract activity
- Access to Tower Hamlets and London Boroughs contract
opportunities
- Reduces your carbon footprint
- Free service
Registration is totally free for providers,
once this is completed providers will be able to take part in
tenders with Tower Hamlets (and other London boroughs), receive
email alerts when an opportunity arises in categories of interest,
and express interest in opportunities electronically via the
system.
The sending and receiving of documentation,
questions & answers and communicating will be done
electronically via the system. It handles all aspects of the tender
process including Pre Qualification Questionnaires, Invitation to
Tenders and Requests for Quotes.
Suppliers register, login, download the
documents, complete them electronically, then upload and submit
them using the system – no more postage or courier charges or
concerns if documents have been received by us.
We suggest that any suppliers interested in
doing business with Tower Hamlets Councill take the time and
register now as moving forward this will be our preferred
method of advertising and managing all tenders.

What are e-auctions?
Electronic reverse auctions or e-auctions
helps us to optimise the price we pay for goods and services bought
in. They are usually the final stage of a tender process where
suppliers are invited to bid online for the council’s business in
an open, transparent and fully audited environment.
What are
e-RFQs?
e-RFQs are electronic requests for quotations
– a type of mini electronic tender where the council can buy or
source goods and services that are either not suitable for
catalogue content or have a fluctuating price, often from
pre-negotiated framework contracts.
Where
can I find additional information about e-procurement?
The National eProcurement Project (NePP) set
up by the Communities and Local Government, formerly ODPM is a good
place to start. It has practical advice, case studies and useful
links.
