Consulting on the Local Development Framework
Help shape the consultation that will lead
to a blueprint of what Tower Hamlets will look
like in the future.
Engagement and ongoing consultation is a key
component of the Local Development Framework. Making sure that
everyone has the opportunity to get involved in shaping the plans
for the borough is a priority for the Council, which is set out in
the Statement of Community Involvement.
This page keeps you updated on what is
happening and how you can get involved, including what documents
are currently out for consultation.
Current consultation
Two new framework plans are being developed to realise the
vision set out in the Core Strategy and to manage the future
growth and development of Tower Hamlets. These are the Managing
Development (MD) Development Plan Document (DPD) and the Fish
Island Area Action Plan (FIAAP)
Following consultation during summer last year it is now necessary
to carry out a period of statutory consultation, called the ‘Call
for Representations’, on the Proposed Submission version of the MD
DPD and the FIAAP. During this phase the public, landowners,
developers, businesses and key stakeholders can raise any formal
objections on the MD DPD and the FIAAP. Any objections which cannot
be resolved will be considered at an Examination In Public (EIP),
held by an independent Inspector. This is scheduled for autumn
2012, prior to their submission to the Secretary of State for
Independent Examination
Consultation will run from 23 January
– 9 March 2012.
This year we are introducing the Planning
Consultation Portal, which will assist in the
provision and processing of representations. In the first instance
representations should be made using this online system.
If you are not able to make representations in
this manner, you can provide them on the representation response
form which is available below, along with the consultation
documents themselves and the supporting evidence base.
Paper copies are also available for reviewing
at the borough’s Idea Stores and public libraries (see Council
website for address and opening hours) and at the Council’s
Planning Reception at Anchorage House, 5 Clove Crescent, London E14
2BG between the hours of 9am and 5pm.
Representations provided on the response form
can be submitted by email to ldf@towerhamlets.gov.uk or by
post to FREEPOST RRBK-TZER-UTAU, LDF Call for Representations,
D&R Strategic Planning, London Borough of Tower Hamlets, PO Box
55739, LONDON E14 1BY. Representations should be received by
Friday 9 March 2012 at 5pm.

Officers will also be available at Idea Stores (on certain dates)
and at the Council offices during the six-week Call for
Representations period.
Managing Development DPD
Please note that the LDF
Proposals Map and proposals map extracts within the MD DPD were
amended on 31 January 2012 to reflect updated Sites of Interest for
Nature Conservation (SINC). As stated within PPS9 (Biodiversity and
Geological Conservation), the role of the proposals map is to
only indicate the location of SINCs, which are developed and
designated outside of the planning process and were subject to
separate consultation requirements. For more information please see

Draft Bromley-by-Bow Masterplan Supplementary Planning
Document (SPD)
In response to the consultation comments
received on the draft Bromley-by-Bow Masterplan Supplementary
Planning Document (SPD), which was undertaken from 12 September to
24 October 2011, the Council has prepared a proposed Building
Height plan. This was suggested by a number of stakeholders,
including London Thames Gateway Development Corporation (LTGDC),
English Heritage, and Design for London to guide the redevelopment
of key sites within the area and manage the transition in scale
between new developments and adjoining sites.
The Council is now undertaking further
consultation on the proposed Building Height plan. If you have any
comments on the proposed Building Height plan you can either write
or email them by 5pm Wednesday 8 February 2012, to

Comments on the proposed Building Height plan
will supplement the comments received on the draft Bromley-by-Bow
Masterplan SPD and will inform the preparation of the
final Bromley-by-Bow Masterplan SPD. It is anticipated that
the Bromley-by-Bow Masterplan SPD will be adopted in summer
2012.

The Planning Obligations
Supplementary Planning Document (SPD) was adopted by Cabinet on
January 11 2012. The SPD and related documents are now
available on the Local Development Framework page.
Local Development Framework Consultation
Three new framework plans (two
Development Plan Documents and an Area Action Plan) are being
developed to realise the vision set out in the Core Strategy
and to manage the future growth and development of Tower
Hamlets. The draft documents can be found below. This
consultation has now closed and officers are analysing the comments
received and feeding them into the documents.
It is intended that the submission draft DPDs
will be considered by Cabinet in December 2011 and full Council in
April 2012. Following this the next phase of consultation will
commence, the Call for Representation, during which the public,
landowners, developers, businesses and key stakeholders can raise
any formal objections on the DPDs. Any objections which cannot be
resolved will be considered at an Examination In Public (EIP), held
by an independent Inspector, which is scheduled for summer
2012.
Consultation on the Site and Placemaking and Development
Management Development Plan Documents was undertaken from May
2011 to July 2011. The comments received have been summarised
into a report, which is available below.
A total of 26 events took place during the consultation period.
Events were attended by a mix of residents, consultants, developers

Assessment Documents
Accompanying the three Development
Plan Documents (DPDs) are two types of assessments. The
Sustainability Appraisal assesses any relevant environmental impact
of the DPDs. Due to the differences between the
documents, there is a joint Sustainability Appraisal for the
Development Management and Sites and Placemaking DPDs and a single
Sustainability Appraisal for the Fish Island Area Action Plan. The
Equalities Impact Assessment looks at the various equalities
strands that the documents may impact on. At the first stage of
engagement, a screening report was produced to provide a structure
for a full assessment at the proposed submission stage of the three
documents.
Informal consultation events were held in
November and December 2010 to discuss the preparation of the Fish
Island Area Action Plan, Development Management and Site and
Placemaking Development Plan Documents. The following meeting notes
highlight the key issues and comments raised about each local area,
as well as detailed comments of how to involve local people in the
development of these documents.
