Planning Obligations Supplementary Planning Document (SPD)

The Planning Obligations SPD explains the Council's approach to planning obligations and aims to clarify the types of planning obligations that may be sought and the methodology for calculating the amount of these obligations.

Planning obligations help to ensure that new development is sustainable and can assist in meeting the Mayor of Tower Hamlets priorities and the objectives of the LBTH Community Plan, LBTH Core Strategy (part of the LBTH Local Development Framework) as well as other relevant local, regional and national policies.

Following a period of public consultation and subsequent review of the Document, the SPD was formally adopted by the council on January 11 2012.

Adoption Statement

The council has produced an Adoption Statement (pdf, 46k) to accompany the Planning Obligations SPD. The Cabinet Report that approved the SPD on January 11 2012 can be viewed at:

Consultation and Engagement Report

A Consultation and Engagement Report (pdf, 100k) has also been produced to accompany the Planning Obligations SPD, with annexed documents below.

• Annex 4 - The Representations to External Consultation (pdf, 225k). This includes the council’s response to each individual representation received during the External Consultation, which was undertaken between August and September 2011.

SEA Screening Determination and Sustainability Appraisal Review

An SEA Screening Determination and Sustainability Appraisal Review (pdf, 136k) has also been produced to accompany the Planning Obligations SPD.

The Planning Obligations SPD has been subject to a Strategic Environmental Assessment (SEA) Screening Determination, as required under European law (subject to regulation 9(1) of the Environmental Assessment of Plans and Programmes Regulations 2004). The Screening Determination confirmed the Council's view that the SPD does not require an SEA as it is an elaboration of an existing plan or programme (and is therefore a minor modification of that plan or programme), and is unlikely to have significant environmental effects.

Equalities Impact Assessment Screening Document (EqIA).

An Equalities Impact Assessment Screening Document (EqIA) (pdf, 81k) has also been produced to accompany the Planning Obligations SPD.
