Planning Obligations Supplementary Planning Document
(SPD)
The Planning Obligations SPD explains the
Council's approach to planning obligations and aims to clarify the
types of planning obligations that may be sought and the
methodology for calculating the amount of these obligations.
Planning obligations help to ensure that new
development is sustainable and can assist in meeting the Mayor of
Tower Hamlets priorities and the objectives of the LBTH Community Plan, LBTH Core Strategy (part of the LBTH Local Development Framework) as well as other
relevant local, regional and national policies.
Following a period of public consultation
and subsequent review of the Document, the SPD was formally adopted
by the council on January 11 2012.

Adoption Statement

Screening Determination and Sustainability Appraisal

Planning Obligations SPD.
The Planning Obligations SPD has been subject to a Strategic
Environmental Assessment (SEA) Screening Determination, as required
under European law (subject to regulation 9(1) of the Environmental
Assessment of Plans and Programmes Regulations 2004). The Screening
Determination confirmed the Council's view that the SPD does not
require an SEA as it is an elaboration of an existing plan or
programme (and is therefore a minor modification of that plan or
programme), and is unlikely to have significant environmental
effects.

An Equalities
Impact Assessment Screening Document (EqIA) (pdf, 81k) has
also been produced to accompany the Planning Obligations SPD.
