
Tower Hamlets' second Local Implementation Plan (LIP2)
Following a consultation that ended in March
2011, the Council adopted a final version of LIP2 on the 11th May
2011 which went on to receive approval of the Mayor of London in
September 2011.
Under the Greater London Authority Act 1999,
the Council is required to produce a Local Implementation Plan
(LIP) setting out its priorities and associated proposals to
provide a better, more sustainable, transport system within the
borough, whilst helping to deliver the Mayors Transport Strategy
(MTS 2010).
The first LIP was
produced in 2005, to cover the period of 2005/06 to 2010/11, and
set out our proposals to implement the MTS 2001.
Preparation of second-round LIPs (referred
to as LIP2) commenced in June 2010 following the publication of the
revised
Mayor’s Transport Strategy (MTS2), which covers the period up
to 2031 (published in May 2010). MTS2 seeks to achieve six
goals and the LIP2 will need to demonstrate how we will contribute
to achieving these:
- To support economic development and
population growth
- Enhance the quality of life for all
Londoners
- Improve the safety and security of all
Londoners
- Improve transport opportunities for all
Londoners
- Reduce transport’s contribution to climate
change, and improve its resilience
- Support delivery of the London 2012 Olympic
and Paralympic Games
The final
LIP (pdf, 2.7mb) includes the following components:
- An evidence-based identification of borough
transport objectives, reflecting the MTS2 goals, and local
priorities such as those set out in our Sustainable Community Strategy, Local Area
Agreement, LDF Core Strategy and
Sustainable
Transport Strategy (pdf, 1.36 mb);
- A costed and funded delivery plan setting out
the interventions we propose to deliver, including a Programme of
Investment covering the period 2011 to 2014; and
- A performance monitoring plan identifying a
set of locally specific targets which can be used to assess the
effectiveness of the LIP2 in achieving its objectives.
Integrated Impact Assessment (IIA)
A number of strategic assessments have been
undertaken as part of the preparation of the LIP2 in order to
assess and minimise any potential adverse impacts of the Plan.
These assessments are reported on as part of an Integrated
Impact Assessment (IIA) (pdf, 3.3 mb), comprising a
Strategic Environmental Assessment (SEA), Equalities Impact
Assessment (EqIA) and Health Impact Assessment (HIA).
These assessments are a way of making sure
that environmental, social (including health and well-being);
socio-economic and equalities assets/issues and opportunities are
considered as we develop options for improving and managing the
transport network in Tower Hamlets.
