Energy efficiency advice and assessment
The energy efficiency and fuel poverty
services main function is to fulfil the council's statutory duty
(as the Energy Conservation Authority for Tower Hamlets) by
reducing domestic energy consumption by 30 per cent on 1996 levels
by 2010. It does this by encouraging the use of sustainable
energy - to extend access to affordable warmth and combat fuel
poverty.
The service was set up to provide a focus for
domestic energy efficiency and respond to the Home Energy
Conservation Act 1995 and is now part of the Tower Hamlets Home
Improvement Agency based at Anchorage House.
The energy advisers are able to provide
one-to-one tailored energy advice in a residents home using
qualified surveyors/advisors with many years of frontline
experience and we have fluent Sylheti and Bengali energy advisors
to aid outreach programmes.
Two schemes on offer to local residents
are:
Warmzone
This scheme is available to private residents
in Tower Hamlets who are in receipt of a means tested benefit. It
provides a free central heating installation or an upgrade to your
existing central heating system. This may include a new boiler, new
radiators, new controls etc. This scheme also allows free loft /
cavity wall insulation and draught proofing to private residents on
a means tested benefit or aged 70 and over.
All work is subject to circumstances and
grant availability.
Cozyzone
This scheme is available to all Tower Hamlets
Homes residents in receipt of a means tested benefit or aged 60 and
over.
This allows for free loft / cavity wall insulation and draught
proofing.
Please note we can only supply loft
insulation to domestic lofts and not communal areas. Cavity wall
insulation is supplied where you have an unfilled cavity and are
not part of a maisonette or block of flats. Draught
proofing is typically applied to single glazed windows, although it
may be possible to draught proof double glazed windows, it may make
the condition worse as the rubber seals would need to come
out.

Help for our vulnerable consumers
Energy and water suppliers are obliged to
offer a range of free services, known as the priority services
register, to their most vulnerable customers. These services
are free to join and are available from all mains gas and
electricity suppliers and water and sewerage companies. For
