Population churn
Population turnover rates relate the combined inflow and outflow
for an area to the resident population. The rates can provide a
useful measure of the potential disruption to local services caused
by migration into and out of the borough.
Based on the GLA’s analysis of the average 2001–2006 population
turnover rates (London Borough Migration 2001-2006 - DMAG briefing
2008-10), churn for Tower Hamlets was 189 per thousand residents,
nearly 19 per cent of the population.
This figure combines the inflow rate (94 per 1000 residents) and
the outflow rate (95 per 1000 residents). When movement within the
borough is included (53 per 1000 residents) churn rises to 241 per
thousand residents or just over 24 per cent of the
population.
Based on this latter figure, Tower Hamlets ranks eleventh
highest amongst the 33 London authorities (including The City of
London); Westminster tops the list with 314 per 1000 residents and
Havering ranks lowest with 124 per 1000 residents.
