London Borough Viability Protocol

The London Borough Viability Group London Borough Viability Protocol. The protocol draws on best practice to set out overarching principles for considering development viability within the planning process in line with the National Planning Policy Framework and the national Planning Practice Guidance.

The protocol will provide greater clarity to developers and members of the public and should be read alongside local Development Plans and associated guidance. It does not alter existing policies, but provides additional advice on the information requirements and approaches that local authorities intend to apply when assessing viability.

The protocol considers key issues such as procedure, transparency, development values and costs, developer profit, land value and the use of viability review mechanisms. The protocol will help to promote consistency across London and public confidence in the process.
