Procurement – strategy & team structure

Welcome to the LBTH procurement pages. Before we explain the set up and responsibilities of the team here are some facts about the borough that you might not have been aware of:

  • Annual Spend of £350 million (2014-2015).

  • A £35.7bn economy (bigger than Malta and Slovenia).

  • A total of 257,600 jobs in the borough representing 5.5% of all employment in London.

  • The 5th largest economic growth in London (2012).

  • The fastest growing borough in London in the next 10 years going from 296,300 people (2016) to 374,000 (2026).

The LBTH procurement team is responsible for all activities related to the purchase of supplies, services and works. The aim of the team is to ‘’pursue procurement excellence through deploying innovative and effective sourcing strategies to achieve value for money whilst stimulating local market and securing community benefit’’.

When procuring goods, services and works we encourage local supplier participation especially below £25,000 in value. Local suppliers are classed as those within the borough’s post codes of E1, E2, E3, and E14. Council officers are actively encouraged to obtain quotes from local suppliers.

The procurement team is set up along category management lines. The categories cover Corporate, Building Construction & Facilities Management (FM), and Health & Social Care. A Policy and Development team sits alongside this structure and develops policies, maps processes, implements and trains users on eSourcing tools.
