Minutes and decisions from all of the Commissioners’ meetings are published online. There are three separate areas of focus:
Commissioners individual decision making
“These are urgent and expedited decisions taken by Commissioners acting under the Secretary of State’s directions while these directions remain in force.”
Commissioners decision making
“This body was created to consider applications for grants from the community and voluntary sector. Commissioners are responsible for this function while the Secretary of State’s directions remain in force in regards to grant making.”
Best Value Programme Review Board Quarterly Meeting
“This Board originates in the Secretary of State’s Directions Issued in 2014 and meets quarterly to consider and monitor the Best Value Action Plan derived from these directions.”

4 November 2014: Initial report by PWC published and directions issued by Secretary of State
7 November 2014: Second letter sent to the council by the Secretary of State

17 December 2014: Two Commissioners were named by the Secretary of State
Sir Ken Knight CBE QFSM, the former London Fire Commissioner and Chief Fire and Rescue Advisor to the government, as the lead commissioner and Max Caller CBE, the then Chairman of the Local Government Boundary Commission for England, as a supporting commissioner.
17 March 2015: The council submitted the Best Value Strategy and Action Plan
18 March 2015: Commissioners’ response to the Best Value Strategy and Action Plan
29 April 2015: Secretary of State announces more plans for intervention
Secretary of State announces more plans for intervention powers to take any actions needed to safeguard good governance throughout the council until a new mayor and top officer team are in place and fully bedded in. The Secretary of State has also issued a direction requiring the council to appoint, through open competition, a Head of Paid Service, and appointed two further commissioners (Chris Allison CBE and Alan Wood CBE).
6 May 2015: Additional directions were issued by the Secretary of State
14 September 2015: First six month update on the best value action plan submitted by the council
15 September 2015: Letter from the council to the Secretary of State
16 September 2015: Response from Commissioners’ to the first sixth month update
23 October 2015: Secretary of State letter to council welcoming progress
In a letter to the Mayor of Tower Hamlets, the Secretary of State welcomed the progress the council had made over the previous six months and announced that the 6 May directions would expire on 31 October.
