Careers service changes

One of the Mayor’s key priorities is to ensure all residents share in the borough’s growth and can access the job market, including our young people. We will continue to make sure that young people in Tower Hamlets are able to find and use expert career advice services, aiming to improve the current level of over 95 per cent of our Year 12 and 13 students in Tower Hamlets making the most of education, employment and training opportunities. 

Changes to legislation and a loss of funding that affects the careers service means that we have to look at new ways of delivering the service. As a result of these changes the service currently has an overspend of £362,000.

Despite the challenging financial conditions we face, we want to make sure that we support young people effectively and so we are proposing to restructure the careers service and make it part of WorkPath, our innovative new integrated employment service, so that young people can access education and employment services through one route.

The core legal responsibility for providing universal careers guidance transferred away from the council and to schools back in 2011. This proposal would commit the council to working closely to support schools to ensure that all young people are able to find clear information on apprenticeships, jobs and courses, rather than delivering this service directly. 

The council has a duty to support young people who are, or are at risk of being, not in education, employment or training (NEET). In line with this, the council will now focus its delivery on one-to-one advice to those young people identified by using the national Risk Of NEET Indicators (RONI) as most in need of support. Under the new proposal it is anticipated that up to 15 per cent of young people in the borough will be eligible to access this one to one support.

The restructure and move to WorkPath, our innovative integrated partnership which brings together experts in education, employment and training, will mean that young people are able to access a seamless service that can provide advice on many types of careers options, as well as apprenticeships or jobs.

The careers service centre will also be moved out of the current expensive offices to provide a new hub and drop in centre for vulnerable young people to get advice.

We expect the new council service will:

  • Give specialist advice to young people who are NEET or at risk of becoming NEET
  • Provide 1-2-1 drop in advice services from youth services, schools and Idea Stores
  • Have a new website for information and advice for all young people and schools (including apprenticeship, job and course opportunities)
  • Have front line staff working from community venues; youth centres, Idea Stores, employment services buildings, schools and community centres, etc.
