A new Local Plan
A new Local Plan: managing growth and sharing the benefits
The new Local Plan sets out how the borough of Tower Hamlets will grow and develop over the next 15 years. It outlines how and where homes, jobs, services and infrastructure will be delivered to meet future needs and the type of places and environments we want to create.
Once adopted, it will be used to guide development and investment decisions across the borough.
The Tower Hamlets Local Plan is undergoing an independent public examination, following its submission to the government in February 2018.
As part of the examination process, the government-appointed inspector has proposed changes (known as “main modifications”) to the Local Plan. Public consultation on the main modifications closed at 5pm on 9 May 2019.
Representations received have been published, and are available to view on the examination page.
The plan includes an interactive online map (known as the policies map). This illustrates the emerging policies and proposals in the plan.
On 28 February 2018, the Tower Hamlets Local Plan was submitted to the government to undergo an independent public examination. This followed a six-week period of consultation on the draft plan (known as the regulation 19 stage) which ran from 2 October to 13 November 2017.
All the representations from this consultation were also submitted to the government and can be viewed from the consultation portal.
There have been two earlier rounds of public consultation on the emerging plan. The first round of consultation (December 2015 - February 2016) discussed the scope of the plan and the key issues facing the borough. The second round of consultation (November 2016 - January 2017) focused on the emerging vision, policies and development opportunities.
