South Quay Masterplan Supplementary Planning Document (SPD)
The South Quay Masterplan is a Supplementary Planning Document (SPD) to help guide new development within the South Quay area over the next 10 years.
The SPD was adopted on 6 October 6 2015 and is a material consideration in the determination of planning applications.
Why is the Masterplan required?
Within the South Quay area, the amount, scale, height and densities of residential development being proposed by developers is greater than envisaged in the council’s Local Plan and previous Millennium Quarter Masterplan. There are nearly thirty development sites within the South Quay area, each in different ownership which presents challenges and opportunities for coordinating development proposals and managing their impacts. As such, further planning guidance was required to help steer future development in a co-ordinated and planned way to help ensure the existing and future community can benefit from development.

The council undertook a six-week period of formal consultation on the draft Masterplan between 5 January 2015 and 16 February 2015. A summary of representations received during the consultation period and how these were considered in drafting the final adoption version of the Masterplan are set out in Table 2 of the adoption statement.
Strategic Environmental Assessment determination letter notification
The council has considered, taking into account the criteria specified in the Strategic Environmental Assessment (SEA) regulations, the potential for likely significant effects as a result of the South Quay Masterplan. This resulted in the council determining that SEA was required as significant effects are likely.

Strategic Environmental Assessment scoping report consultation
Following the SEA screening determination and in support of the Masterplan, the council requested consultation responses on the SEA scoping report between 15 September and 20 October 2014.
The council was keen to understand whether consultees agreed with the proposed scope of the Strategic Environmental Assessment, or whether additional information/ assessment was required.
