Parking price increases came into effect on 18 April 2019

From September 2019, there will be an additional charge for a diesel vehicle and this charge will be in addition to the cost of a permit, including any surcharge applied to the second and third permit in a residential household.

Resident Parking Permit Terms and Conditions

1 Applying for an on-street resident parking permit

1.1 The address on your application and documents must be your sole or main residence where you live for a minimum of four nights a week in Tower Hamlets.

1.2 The address on your application must be on the council’s Local Land and Property Gazetteer (LLPG).

1.3 Your full legal names must be entered on your application form and shown on your documents. Please note that we do not accept a document only showing your initials, a shortened name or a spelling mistake.

1.4 To be eligible for a permit you need to provide your UK Driving Licence and UK Registration Certificate.

1.5 If you are unable to provide your UK Driving Licence or UK Registration Certificate we will accept an alternative proof of residency and/or alternative proof of vehicle (see section 2 or 3) at a One Stop Shop.

1.6 If you move to a car free property you can only apply for a permit if an occupant is a disabled Blue Badge holder, you were decanted or you qualify under the Permit Transfer Scheme (PTS).

1.7 If you are decanted into a car free property you must have held a valid on-street resident parking permit prior to moving. You must also provide a letter from your Housing Association to confirm that you have been decanted.

1.8 If you move to a car free property under the Permit Transfer Scheme you must provide your tenancy agreement as proof of residency showing you as the main tenant or an occupant. You must also provide your previous tenancy agreement or a letter from the Housing Association to show or confirm that you are moving to a larger property with three or more bedrooms and more bedrooms than your current address.

1.9 Your vehicle must not exceed 2.3m (8’6”) in height or 5.2m (16’8”) in length. Otherwise, the permit may be cancelled without prior notice and you will not qualify for a refund.

2 One alternative proof of residency

2.1 Council Tax Reference Number only if you are the person liable for council tax and the billing address is in Tower Hamlets.

2.2 Department for Work and Pensions Award Letter relating to the current financial year if you qualify for a free permit.

2.3 Driving Test Pass Certificate dated within 28 calendar days of your application.

2.4 Hostel Agreement or Letter dated within 28 calendar days of your application.

2.5 Property Completion Letter dated within 28 calendar days of your application.

2.6 Tenancy or Lodgers Agreement signed by all parties and the start date is within 28 calendar days of our application.

3 One alternative proof of vehicle

3.1.1 a company headed- letter signed and dated within 28 calendar days of your application to confirm your full legal names, address in Tower Hamlets, that you are an employee, that you are authorised to drive the vehicle, the vehicle registration number and;

3.1.2 UK Registration Certificate, New Keeper Supplement, DVLA Fleet Vehicle Details or Lease Agreement showing the company’s name.

3.2 Employer Vehicle Hire Scheme you must provide:

3.2.1 a company headed- letter signed and dated within 28 calendar days of your application to confirm that you are on the scheme, your full legal names, address in Tower Hamlets, that you are an employee, the vehicle registration number or;

3.2.2 Your employee hire scheme agreement.

3.3 Foreign Registered Vehicle you must provide:

3.3.1 An official document showing the vehicle registration number. The permit is only issued for 6 months and charged at Band G2.

3.4 A Hire, Rental, Lease or Finance Agreement showing the vehicle registration number and Company House Registration Number.

3.5 Mobility Insurance showing you as the only permitted driver (the vehicle does not have to be insured at your address in Tower Hamlets).

3.6 Motor Trader Insurance Documents and the vehicle registration document or invoice.

3.7 Multi Vehicle Permit you must provide:

3.7.1 A minimum of three proofs of vehicles or:

3.7.2 If you regularly hire vehicles, we require three hire documents to show that you have hired three different vehicles within six months of your application. This permit is charged at Band G2.

3.8 New Keeper Supplement (V5C/2) fully completed and the vehicle purchased within 28 calendar days of your application, plus the insurance documents showing you as the policy holder or a named driver and address as given on your application.

3.9 Sales Invoice only for a ‘Brand’ new vehicle and dated within 28 calendar days of your application.

3.10 Taxi or Mini Cab Driver you must provide your:

3.10.1 Taxi Driver Licence

3.10.2 Insurance certificate to show the vehicle is covered for the carriage of passengers

3.10.3 Photocopy of the UK Registration Certificate, otherwise you may be charged band G2.

3.11 UK Registration Certificate showing your previous address.

4 Proof for a free permit

4.1 The application must be completed in the disabled blue badge holder’s name. However, if they are a child or medically unable to complete it then the application must be completed and signed by their guardian or trustee as named on the Department for Work and Pensions letter and;

4.2 Disabled Blue Badge and Motability Insurance documents showing the applicant as the allocated person, or their guardian or trustee as named on the DWP letter or;

4.3 Disabled Blue Badge and UK Registration Certificate. If you are not the registered keeper of the vehicle then the registered keeper must be living at the same address and you must also provide their UK Driving Licence showing the same address.

5 Receiving your permit

5.1 The permit will only be posted, so please allow up to seven calendar days to receive it from the date that your application is processed or permit renewed.

5.2 For a new application made in person at a One Stop Shop you will be issued with a temporary permit for seven calendar days to allow you to park until you receive the full permit.

5.3 In the unlikely event that you do not receive your permit you must send an email immediately to permits@towerhamlets.gov.uk.

If you fail to contact us within 14 calendar days, from the date that your application was processed, or permit renewed, then you must complete a new application and provide your proofs again before your permit is reissued free of charge.

 

6 Where and how to use your on-street resident parking permit

6.1 Your permit is only valid for the vehicle specified on your application. The only exception to this is for a multi-vehicle permit which can be displayed on any vehicle.

6.2 You must display your permit on the front windscreen so that all the details can be seen from outside the vehicle.

6.3 Any deliberate alteration to your permit will render it invalid and it will be cancelled. No refund will be made for any remaining time and any subsequent application may also be refused.

6.4 Your permit is only valid on-street in parking bays signed:

- Resident Permit Holders Only

- Permit Holders Only

- Permit Holders or Pay at Machine (“Pay at Machine” includes cashless payment)

6.5 You are not permitted to park in bays that only display “Pay at Machine”.

6.6 The zone printed on your permit will be made up of a letter and number, e.g. 'C1'. You can park all day in the controlled parking zone where the letter is displayed. As an example, if the zone printed on your permit is C1 you can park all day in the controlled parking zones displaying C1, C2, C3 or C4.

6.7 Your permit also allows you to park in each other controlled zone in the borough for up to three hours in a day, in the bays stated above. The three hours commences when you first park in another zone. As an example, if the zone printed on your permit is C1, and you park in D1 at 08:30am, you can park in D1 or D2 until 11:30am. If you are parking throughout the day in different controlled zones your 3 hours commences when you first park in each zone.

6.8 Your permit does not guarantee you a parking bay.

6.9 You must not park in a suspended bay regardless of whether or not the reason for the suspension is clear. You should always check all the signs in the vicinity of the bay where you park to make sure you can use it.

7 Changing, selling or disposing of your vehicle

7.1 If you change, sell or dispose of your vehicle then you must return your permit to a One Stop Shop because your permit will no longer be valid.

7.2 If you were decanted to a car free property or you qualified under the Permit Transfer Scheme then your eligibility for a permit will expire if you do not apply for a new permit within 28 calendar days of returning your permit.

7.3 If you were issued with a free permit and you do not return it to a One Stop Shop you will not be able to apply for another free permit until the old one expires. Therefore, you will have to pay for a new one.

8 Change of address

8.1 If you change address, even if you move within the same zone, then you must return your permit to a One Stop Shop because your permit will no longer be valid.

8.2 If you were decanted to a car free property or you qualified under the Permit Transfer Scheme then your eligibility for a permit will lapse if you do not apply for a new permit within 28 calendar days of the tenancy start date (please note that your UK Registration Certificate will be accepted at your previous address before you send it off to the DVLA).

If you live in a car free property you are only allowed a maximum of three books in a year, unless you are a disabled blue badge holder or you have a carer visiting you on a daily basis.

9 Changing your name

9.1 If you change your legal name then you must return your permit to a One Stop Shop because it will no longer be valid.

10 Lost, stolen or damaged permit

10.1 If your permit (excluding a multi-vehicle permit) is lost, stolen or damaged then you must complete a new application and resubmit your proofs for the permit to be reissued. An administration fee will be charged.

10.2 If your multi-vehicle permit is lost or stolen you will not qualify for a refund and you will have to apply for a new permit and pay the full price again.

10.3 If your multi-vehicle permit is damaged you must return it to a One Stop Shop. You must then complete a new application and resubmit your proofs for the permit to be reissued. An administration fee will be charged.

11 Vehicle stolen or written-off

11.1 If your vehicle is stolen or written-off then a refund will be calculated from the date of incident as stated on the insurance letter or disposal document.

12 Returning your permit and the refund amount

12.1 If you do not return your permit to a One Stop Shop you will not qualify for a refund, unless your vehicle has been stolen or written-off and you provide us with the insurance letter or disposal receipt.

12.2 A refund is calculated on the number of complete months remaining, from the date that we receive your permit, or the date that the vehicle was stolen or written-off.

12.3 Your refund will be made back to the original debit or credit card used (including a replacement card).

12.4 If a refund has to be made into your bank account you should allow up to 28 calendar days to receive payment.

12.5 A refund administration fee will be charged.

13 Renewing your permit

13.1 It is your sole responsibility to renew your permit before it expires.

13.2 A permit renewal letter will be posted to you at least 28 calendar days before the permit expiry date. If you do not receive it you must email permits@towerhamlets.gov.uk.

13.3 If you provided your new keeper supplement or UK Registration Certificate showing your previous address when you applied, then you must email us your UK Registration Certificate showing your address in Tower Hamlets before you renew your permit, or earlier if requested. Failure to provide it may result in your permit being cancelled without prior notice and you will not qualify for a refund.

13.4 If you were decanted to a car free property or you qualified under the Permit Transfer Scheme you will automatically lose your right to another on-street resident parking permit if you fail to renew your permit on or before the expiry date.

13.5 If you renew your permit on or after a price increase you will have to pay the new permit price, regardless of the price you previously paid or price shown on your permit renewal letter.

13.6 If at any time we inform you that you do not meet the eligibility criteria for a permit at a car free property, your permit will be honoured until the expiry date but only for the same vehicle.

14 Detect and prevent fraud

14.1 The London Borough of Tower Hamlets has a duty to prevent and detect fraudulent applications.

14.2 We reserve the right to request at any time documentation to make sure that you continue to meet the terms and conditions. In the event that you fail to provide the requested information your permit may be cancelled without further notice and you will not qualify for a refund.

15 Data protection statement

15.1 The information that you provide will be processed in accordance with the provisions of the Data Protection Act 1998 and relevant legislation. Any personal information you give us is held securely and will only be used for council purposes. Information that was collected for one purpose may be used for another council purpose, unless there are legal restrictions preventing this.

Using your information in this way allows us to deliver more efficient services that can be tailored to your individual needs and preferences. This authority has a duty to protect public funds it administers, and may use information held about you for the prevention and detection of fraud and other lawful purposes. The council will also use the information for the purpose of performing any of its statutory enforcement duties.

It will make any disclosures required by law and may also share this information with other bodies responsible for detecting/preventing fraud or auditing/administering public funds. This may include passing key financial and personal information to the National Fraud Initiative data matching exercise managed by the Audit Commission.

16 Changes to your terms & conditions

16.1 The permit is issued subject to the relevant Traffic Management Orders of the London Borough of Tower Hamlets and may be subject to change.

16.2 The council reserves the right to change the Terms and Conditions by giving you 28 days’ notice.
