Environmental Assessment

To be ‘made’, a neighbourhood plan must meet certain Basic Conditions. These include that the making of the plan 'does not breach, and is otherwise compatible with, EU obligations'. These EU obligations include environmental assessments. In order to support the Neighbourhood Forum to meet this requirement, the Council has undertaken a screening to determine whether the proposed Isle of Dogs Neighbourhood Plan (pre-submission version) should be subject to a Strategic Environmental Assessment (SEA) or Habitats Regulation Assessment (HRA). It has concluded that the Draft Isle of Dogs Neighbourhood Plan does not need to be subject to a SEA report or HRA.

It is important to note that any major changes to the existing policies or introduction of new ones should be subject to a further screening assessment.

Consultation on Draft Neighbourhood Plan

The Isle of Dogs Neighbourhood Planning Forum recently had the Regulation 14 consultation on its Draft Neighbourhood Plan. The consultation period ended on Wednesday 19 April 2017.
This consultation was managed by the Neighbourhood Forum.

The application to designate a Neighbourhood Planning Area and Forum for the Isle of Dogs was approved by the Mayor in Cabinet on Tuesday 5 April 2016.

Please note, Cabinet, in line with the requirements of all the relevant legislation, approved the designation of some of the Isle of Dogs Neighbourhood Planning Area.

As such the approved area, differs from the area applied for.

Application process and documents

The council began the determination of the following application on Monday 1 December 2014 with a six-week consultation following between Monday 5 January 2015 and Monday 16 February 2015.

The area and forum were considered by Cabinet on 1 December 2015, and the decisions to determine the area and forum were postponed to enable further clarification regarding the proposed area boundary.
