Care and Support Reform

The Care Bill received royal assent on May 14, 2014. This new Care Act consolidates over six decades of existing care and support law into a single, unified, modern statute and introduces reforms to the way care and support is accessed and funded. As stated by the Local Government Information Unit (LGIU) in summer 2013: “Overall, this legislation will require a massive change for local authorities with adult social care responsibilities, all at a time of major budget pressure".

The Act modernises the law to put people’s wellbeing at the heart of the care and support system, provide protection and support to the people who need it most and to take forward elements of the government’s initial response to the Francis Inquiry into Mid Staffordshire Hospitals NHS Trust.

Delivering the change

The Care and Health Reform programme is overseeing the business change to meet the new and revised duties. Significant work is underway to meet the deadlines set by central government.

The cumulative financial impact of areas of change where it has been possible to make some reasonable estimates would indicate a figure of £4.5m to £7.65m as a minimum.

The real figure is likely to be a lot higher, increasing over time. How most of this might be met from additional central government funding is currently unknown.
