What is the policy and outcomes framework

The council's Cabinet agreed on a new policy and outcomes framework for grants to the voluntary and community sector in March 2023.

The vision for the new funding policy and outcomes framework is to support and invest in a diverse voluntary and community sector. The goal is to improve outcomes for Tower Hamlets residents.

The council is committed to supporting a variety of voluntary and community sector organisations. The aim is to help them create and implement innovative projects that improve outcomes for local people. This new grants policy and outcomes framework replaces our previous policy. The focus of the new grants program will be on achieving our strategic priorities and ambitions.

What are the principles of the framework?

The main principles that will underpin our investment in a new programme include:

  • Funding that supports a wider range of services and groups to ensure all sections of the community benefit from a grants programme and address the challenges facing Tower Hamlets residents.
  • Funding that supports services and activities that are inclusive, promote cohesion and designed and delivered with residents.
  • Long term funding to organisations in return for efficient and effective services.
  • Achieving value for money.
  • Alignment to the council’s Strategic Plan.
  • Improved partnership working between local VCS organisations

Premises leased to VCS organisations

The council has premises which it leases to voluntary and community sector organisations. The council's policy on leasing premises to VCS organisations includes

  • buildings in the Community Premises Portfolio
  • standard lease terms
  • stepped rent arrangements
  • community Benefit Rent Reduction scheme.
