Major milestone reached for Tower Hamlets' flagship regeneration scheme

Tower Hamlets Council has signed a Development Agreement and Phase 1 Construction Contracts with Vistry, the UK’s leading provider of mixed-tenure homes, for the redevelopment of Harriott, Apsley & Pattison House.

The scheme is the council’s largest redevelopment project delivering a total of 407 new homes across all phases, alongside a new community centre and a mosque to replace the existing mosque currently on the site.

The signing was completed on 7 April 2026 and marks the transition of the scheme from planning and procurement into active delivery. The agreement secures the development partnership and external investment needed to transform the estate and deliver long-term improvements for residents.

Phase 1 of the regeneration will deliver 109 new council homes, including 59 replacement homes, four wheelchair-accessible homes, and 22 homes dedicated to overcrowded families on the estate.

Phase 2 will deliver a further 298 homes, including a further 66 council homes and 30 wheelchair-accessible homes. Two new landscaped courtyards will provide secure resident amenity, while a new pedestrian street will connect the estate to Stepney Green Park.

The scheme also commits to significant social value outcomes, including local jobs, skills and employment opportunities for residents.

“This partnership with Vistry Group demonstrates how we can work with the sector to deliver high-quality housing at pace, alongside real social value for our communities.”

The project team is now finalising site preparation works and progressing regulatory approvals, with full construction expected to begin immediately following Building Safety Regulator Gateway 2 approval, currently forecast for mid-August 2026.

Phase 2 will follow in line with the newly agreed Development Agreement, ensuring continuity in delivery and long-term regeneration of the estate.
