The Envoys report progress to the Secretary of State for Housing, Communities and Local Government on a regular basis.

Envoy reports to the Secretary of State

First report

On 9 July 2025 the government published the Envoys’ first report to the Minister, the ministerial response and a written ministerial statement was made to the House. 

Second report

On the 17 January 2026 the government published the  Envoys’ Second Report. The report formed part of the evidence base for the Secretary of State’s subsequent decision to strengthen the statutory intervention at the London Borough of Tower Hamlets. 

The Secretary of State issues a Written Ministerial Statement setting out that he was minded to amend the structure and remit of the intervention, which took into consideration the Envoys Second report.
