Tower Hamlets launches £520m tender programme to modernise homes and boost building safety

Tower Hamlets Council has formally launched the tender process for a major £520 million housing retrofit programme, marking a significant milestone in its commitment to improving residents’ homes.

The announcement was made at a dedicated market engagement event yesterday (Tuesday 16) attended by contractors, consultants and industry partners.

The programme forms a central part of the council’s ambitious 10-year capital investment strategy, worth a total of £609 million, designed to bring its housing stock up to the reformed Decent Homes Standard (DHS) and deliver critical improvements in building and fire safety.

Lutfur Rahman, Executive Mayor of Tower Hamlets, said:

“We have a strong tradition of providing social housing, and this investment is key to strengthening that legacy. At its heart, the programme is about dignity, security, and ensuring every resident has a home they can truly be proud of.

“We are continuing to build new homes to meet demand and address overcrowding, but it is equally important that we invest in the homes we already have. This programme ensures we are doing both.”

The council will procure eight contracts through the tender process, creating substantial opportunities across the supply chain. These contracts are structured to ensure both large-scale delivery and strong participation from small and medium-sized enterprises (SMEs):

  • Two contracts focused on achieving and maintaining compliance with the Decent Homes Standard
  • Two contracts targeting building safety and fire safety improvements in higher-risk buildings
  • Four smaller contracts to support SMEs, including local businesses and specialist works providers

Cllr Saied Ahmed, Cabinet Member for or Homebuilding and Enhancing Council Homes and Neighbourhoods, said:

“We are making a long-term investment in our communities. This £520 million programme is one of the largest housing improvement programmes the council has ever undertaken. It underlines our commitment to providing safe, high-quality, energy-efficient homes for residents.”

The procurement process now moves into its next phase, with contract opportunities to be formally issued in due course.
