Applying for an estate parking permit
The Traffic Management Order (TMO) scheme is currently being implemented across the borough, and we are rolling it out on a ward-by-ward basis. Below is the process that will be followed for residents within each ward.
1. Notice to Quit – Existing Bay Holders Only (NTQ)
This Notice to Quit is a formal step required to terminate your current parking bay agreement under the previous parking management arrangement. If you are an existing bay holder, you may continue to park in your current bay as usual throughout this transition period.
The current parking charge will be removed from your rent account. If you pay by direct debit your future payments will be automatically adjusted to reflect this change.
All existing bay holders will be asked to complete a new application as part of the transfer process. This is to make sure we have up-to-date information and can reissue bays fairly and in line with the eligibility criteria.
2. Expression of Interest (EOI)
An Expression of Interest (EOI) letter is a formal communication that will be delivered to residents of the ward located within the boundary of their zone/carpark. This letter allows current bay holders to apply for the parking bay they are currently renting, subject to the eligibility criteria outlined below. The EOI process will also allow new applicants to apply for any vacant bays available within their zone.
3. Application Review
Once we have received your Expression of Interest (EOI) application, we will review the documents provided to ensure they align with our guidelines. Please note that the application processing time can take up to 12 weeks.
4. Payment
After your application has been reviewed and approved, you will be required to pay for your parking permit. A payment link will be sent to you by email.
If your application is rejected, we will provide you with the reason for the rejection. You will then have the opportunity to submit a new application with the correct or missing documents.
5. Complete
Once your payment is processed, your application will be complete. You will receive confirmation of your new parking permit. Your permit will be issued and posted to you. Please note that you are not permitted to park in the bay until you have received the permit and it is clearly displayed on your vehicle.
Eligibility Criteria
Before applying for an estate parking permit under the TMO scheme, please ensure that you meet the following eligibility criteria:
- Residential Address: You must be a resident within the ward where the TMO scheme is currently being implemented.
- Vehicle Ownership: The vehicle for which you are applying for a permit must be registered to your address, this does not apply to business permits or company vehicles.
- Eligible Parking Zone: You must live within the zone which you are applying for.
Documents required to apply
When applying for the TMO scheme, you will need to provide the following documents:

One Proof of Address: UK driving licence (including paper licence) or A Council Tax letter dated in the past 3 months.

If you are applying for a business or company vehicle permit you will need to provide the following documents:

Company letter or email dated within the last 28 calendar days to confirm: you are an employee or director, your full name, address, and job title; and one of the following.

The company’s vehicle logbook, lease agreement, third party letter confirming the lease agreement, company insurance document, or the DVLA Vehicle details showing the vehicle registration and fleet reference number.
