Parking on estates

You need a permit to park on a Tower Hamlets Housing Estate.

Estate parking permits

We give you an ‘estate parking’ permit when you rent a car space. Each permit is only valid for a maximum period of one year.

Any previous permits issued by Tower Hamlets Homes (THH) are no longer valid.

Using an 'estate parking' permit

An estate parking permit cannot be used in the following situations:

  • to park on the street
  • to park on other private land
  • to park in a different zone.

You can only park within the designated bay which has been allocated to you.

Traffic Management Order (TMO) Rollout – Estate Residents information

The Traffic Management Orders (TMO), the rollout will be delivered ward by ward.

The following table shows the current rollout plan. Any changes to Go-Live dates will be updated here.
The Highways Team is reviewing former THH-managed estates, including those without numbered bays, to include them in the wider Traffic Management Order (TMO) programme.

Estate renumbering update

As part of the ongoing Traffic Management Order (TMO) rollout, the Council’s Highways Team is reviewing estates across the borough that were previously managed under Tower Hamlets Homes (THH). This includes estates that have not yet been assigned numbered bays.

We aim to complete the renumbering of all remaining wards, including Wapping, Whitechapel, and Shadwell Phase 1 by the end of 2025.

Residents will still be able to renew their parking permits as usual throughout this period of planned works.

Visitor parking

On street Visitor’s vouchers from Tower Hamlets Council are NOT valid on council estates in line with our terms and conditions.

You may qualify to purchase visitor voucher for designated visitor bays on your estate if you meet the following criteria:

  1. Resident or their non- dependants living in council-managed estate/block
  2. Sub tenant – living in council estate/block
  3. Non-resident leaseholder – carrying out maintenance to their property (Only on non gated Zones)

You must provide a document which shows proof of residence (must have name and address). This could be:

  1. Driving licence
  2. Council tax bill – (current financial year)
  3. Tenancy agreement (current years for sub-tenants or start date within 3 months for tenants)
  4. Service charge statement - A copy of the service charge bill or statement for the current financial year, applicable only to non-resident leaseholders.

Disabled parking

On some of our estates, we have parking spaces for disabled residents.

Bays for disabled parking are usually marked. They will show as disabled or display the international wheelchair symbol. You must display a valid blue badge when parked in a disabled bay. If you do not display one then you may get a Penalty Charge Notice (PCN).
