Culture Capital Projects
We deliver a wide variety of projects in parks, green spaces and leisure centres. Improvements are made to ensure residents have access to good facilities for years to come.
The following list shows the current and upcoming projects and projects that have been complete.
Current and upcoming projects
As part of a programme of regeneration, Tower Hamlets parks and high streets and town centres teams are making improvements to Allen Gardens, one of the borough’s most important inner-city open spaces.
Allen Gardens is facing issues of crime, anti-social behaviour, littering and fly tipping. We want to hear your ideas and suggestions on how to improve this.
In autumn 2020 and summer 2021 we produced newsletters to let local residents know about the changes.
This project is currently on hold.
- Plans to make improvements to paths and planting.
- Find out about the major development currently taking place in King Edward Memorial Park.
- Refurbishment has started to refurbish the 5-a-side and 7-a-side pitches. Works include new 3G rubber crumb surface, refreshed fencing, upgrade LED lights and brand new goals. Works will be completed by the end of 2025.
- Reconfiguring the existing wet change facility to include more individual/personal cubicles, enhanced disability access, and improved family facilities, ensuring a modern, user-friendly experience that meets customer needs.
- Investing in innovative 'pop-up' inflatable play and swimming pool facilities to create an engaging programme of activities for children and families.
- A renewal and expansion of existing sauna, steam and spa facilities for an enhanced health suite experience.
- Introducing pop-up crèche facilities and equipment to support a new service, providing added convenience for customers.
- We are updating the playground equipment and the sports pitch. We have held out consultation sessions in March 2024.
- We held four consultations in March 2024. Work to improve the playground and visibility in the park are currently being planned.
- The council has worked with the support of external partners to develop the grass cricket pitch (fine turf wicket).
- The full works at the Victoria Park pitch are due to be completed by 2025.
- Transforming the former café space at Poplar Baths Leisure Centre into a brand-new women’s only gym facility, complete with a cardio and free weights area, and dedicated functional and stretch zones.

Refurbishment of the currently closed steam room and sauna facilities at Whitechapel to enhance the service offering and provide an upgraded wellness experience for customers.

Completed projects
This newly transformed spa provides a modern and relaxing environment, while retaining its historic features, including one of the oldest Turkish baths. The spa offers innovative treatments such as HydraFacial and Elemis therapies, as well as state-of-the-art amenities – including a brand-new infrared sauna, making it one of the first council-owned spas in the country to feature this technology.
