What is a Disabled Persons Freedom Pass?
The Disabled Freedom Pass provides free travel across London for residents with eligible disabilities, helping them to access essential services, maintain independence, and stay connected with their community. The scheme is set by London Councils and delivered by local authorities, following strict eligibility criteria.
Apply for a Disabled Freedom pass
To apply for a disabled persons freedom pass you must submit an application form. If you do not have access or are unable to use online services, you can arrange an appointment at one of our Resident Hubs.
View the eligibility criteria and evidence accepted before you apply. You may require further assessment as part of your application.
Due to the increasing number of applications the process may take up to 28 working days, providing the correct information and documents have been submitted.
Once the application has been processed you will receive an update on your application outcome.
If you are unable to complete the application form online, you can request a paper application by using the Mobility contact form. Please be aware that postal applications may take longer than 28 working days to process, and the Council cannot take responsibility for applications or evidence lost or delayed in the post.
Renewal
A Disabled Person’s Freedom Pass is not issued indefinitely. Before your pass expires, the Mobility Team will review the eligibility you were originally awarded under and may contact you for updated evidence to confirm that you still qualify. If the requested evidence is not provided, the pass will be cancelled, and you may need to submit a new application.
Important Notice: If your PIP or DLA award is due to expire in less than 12 weeks, we are unable to issue a Disabled Person’s Freedom Pass until your case has been reviewed by Department for Work Pension (DWP).
Appeals process
You can appeal if you are not happy with the decision on your application. You must submit your appeal with new evidence within 28 days of the decision date.
Disabled Persons Freedom Pass holders’ responsibility
It is the pass holder’s responsibility to ensure it is used correctly and should not be misused as this may result in confiscation of the pass.

Replacing a lost, stolen or damaged pass
If your pass has been lost, stolen or damaged you can request a replacement pass, this maybe for yourself or someone else.
If a pass holder has died
Please let us know if someone who is a disabled freedom pass holder has died.
Changes to your pass
If you have any changes to your pass, please contact us straight away. This may include address, contact details, eligibility or change in circumstance.
